Where any land is encroached upon or some obstruction has been created thereon, the, officer authorised under Regulation 4(1) shall be empowered to attach or seize any property found in such land or attached to such land or permanently fastened to anything attached to such land, in accordance with the provisions of section 4 of the Act and the rules made thereunder.
