The grants-in-aid must be utilised by the Local Body within one year from the date of issue of the sanction as laid down in rule 8. [However, the Administrative Department may extend the period of utilisation by not more than another one year after the expiry of the original period of 12 months, if it is satisfied that the circumstances necessitating extension were beyond the control of the Local body concerned.]
