1 RULES FOR PROVIDING PLAY GROUNDS & BUILDING OF "GOVERNMENT POLYTECHNIC COLLEGES OF RAJASTHAN" TO PRIVATE SECTOR FOR EDUCATIONAL, SOCIAL & ALLIED ACTIVITIES DIRECTORATE OF TECHNICAL EDUCATION, RAJASTHAN, W-6, GOURAV PATH, JODHPUR 2 RULES FOR PROVIDING PLAY GROUNDS AND "BUILDING OF GOVT. POLYTECHNIC COLLEGES OF RAJASTHAN” TO PRIVATE SECTOR FOR EDUCATION, SOCIAL AND ALLIED ACTIVITIES
1. NAME These Rules will be called "Rules for providing play grounds and building of "Govt. Polytechnic Colleges of Rajasthan" to private sector for educational, social and allied activities."
2. APPLICABILITY The scheme will be applicable for all Govt. Co-ed Polytechnic Colleges of Rajasthan.
3. INCENTIVES : The "Govt. Polytechnic Colleges of Rajasthan" are located at very approachable locations. Open play ground as well as big halls & rooms are available in these institutions. These can be made available to Private Sector for educational, social & allied activities. This will help the institutions in generating additional revenue for developing facilities to students and strengthening the infrastructure of the institute.
4. TERMS AND CONDITIONS FOR PROVIDING THE PLAY GROUND AND BUILDING TO PRIVATE INCUMBENTS:
The Play Ground and Building will be provided to the private sector (the user) for the purpose of organizing educational, social and allied activities on the following terms & conditions:-
4.1. The play grounds and building will be allotted only in vacations and holidays of the institute.
4.2. The play grounds and building will be allotted on rent as per the following rate or as-decided rationally by the Management Committee (if required) headed by the Principal of concerned Govt. Polytechnic College. The rent will be revised on yearly basis.
(a). The rent for hiring the available Play Grounds at Govt. Polytechnic Colleges situated at Divisional HQ. will be ₹ 20000/- per day and at other places it will be ₹ 15000/- per day.
(b). The rent for the Hall / Room (size 100 Sqm. or more) at Govt. Polytechnic College situated at Divisional HQ. will be ₹5000/- per day per Hall / Room & at other places it will be ₹4000/- per day per Hall / Room (size >100 Sqm.). This does not include AV aids, Attendant charges, Electricity / 3 Water & other charges. These facility will be provided, subject to availability and charges for these will be as decided by the management committee of the college.
(c). The rate of rent for the Hall / Room size less than 100 Sq. Meter. at Govt.
Polytechnic College situated at Divisional HQ. will be ₹3000/- per day per Hall / Room & for other places it will be ₹2000/- per day per Hall / Room.
This does not include AV aids, Attendant charges, Electricity / Water & other charges. These facility will be provided, subject to availability and charges for these will be as decided by the management committee of the college.
(d) The whole rent is to be deposited in advance by the user at the time of booking and 50% of the amount will be forfeited in case the private user cancels the booking. The remaining 50% amount will be refunded on cancellation of booking.
(e). ₹10,000/- will be charged as Security Deposit.
(f) 50% amount will be deducted from the Security Deposit if loss or indiscipline or damage is caused by the user in the premises of the college.
(g) The right to provide the play ground and building on rent is reserved with the Department of Technical Education, Govt. of Rajasthan, Jaipur
4.3. The revenue so received will be deposited in the Institutional Development Fund (I.D.F.) of the concerned Govt. Polytechnic College and expenditure will be incurred on the renovation, up-gradation of facilities, maintenance, academic and administrative activities of the institute as per Institutional Development Fund (1.D.F.) Rules.
4.4. The Play grounds, building or part there of will be provided for a maximum period of 07 days at a time to private user or as decided by the State Government. It may be renewed for further such period as decided by the Govt.
4.5. The play grounds, building and part of the building will be used only for the purpose for which it is allotted.

4.6. The open play grounds as well as big halls & rooms are available in polytechnic colleges will be provided to the user for the following purposes:
• Education Fair / Science Fair / Agricultural Fair.
• Employment / Entrepreneurship / Environment Fair.
• Educational Seminars, Workshops & Training Programmes.
• Medical Camp & Blood Donation Camps.
• Yoga & Meditation Camp.
• Social events like "Samuhik Vivah" and socio-economic reforms by various social organizations etc.
Note: No Illegal, Unethical, Anti Social activities will be permitted in any case in the campus of Govt. Polytechnic Colleges.
5. PROCEDURE FOR PROVIDING THE PLAY GROUND AND BUILDING OF "GOVT.
POLYTECHNIC COLLEGES OF RAJASTHAN" TO PRIVATE SECTOR:
Following procedure will be adopted for providing the play grounds and building of "Govt. Polytechnic colleges of Rajasthan" to private sector :
5.1. The prescribed form for the advance booking will be provided to the user, on request, by the principal of concerned Govt. Polytechnic College.
5.2. The user will ensure to complete all the formalities of booking well in time.
5.3. The user can apply for booking within 10 days in advance. If one or more than one applicants apply for booking for the same date then the booking will be made on first come first serve basis. However, the Principal is authorized to decide the priority for advance booking.
5.4. The constitution of Management Committee will be as follows:

5.5. In case of any discrepancy, doubt or anomalies, the decision taken by Technical Education Department, Govt. of Rajasthan will be final and binding.
