Transitory powers of the first Vice-Chancellor.- The first Vice-Chancellor shall be appointed by the Chancellor in consultation with the Government for a period not exceeding one year or until such time as the Board is constituted whichever is earlier and exercise all or any of the powers conferred on the Board by this Act or the Statutes.
