'81J'l1..-<l CflIO'Io1'If.1m:r I., " PUBLIC WORKS DEPARTMENT NOTIFICATION Jaipur, December 11, 2020 G.S.R.22S :_ In exercise of the powers conferred by clause (zd) of sub-section (2) of section 102 of the Rajasthan State Highways Act, 2014 (Act No.22 of 2015), the State Government hereby makes the following rules further to amend the Rajasthan State Highways Authority (Conditions of Service of Chairperson and Full-time Members) Rules, 2015, namely>1. Short title and commencement.- (1)These rules may be called the Rajasthan State Highways Authority (Conditions of Service of Chairperson and Full-time Members) (Amendment) Rules, 2020.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Amendment of rule 4.- In rule 4 of the Rajasthan State Highways Authority (Conditions of Service of Chairperson and Full-time Members) Rules, 2015, hereinafter referred to as the said rules, for the existing expression "Secretary to the Government or an equivalent thereof for a period of at least five years", the expression "Secretary to the Government or equivalent thereof in the State" shall be substituted.
3. Amendment of rule 5.- In rule 5 of the said rules,
(1) in sub-rule (I ),-
(a) in clause (ii), for the existing expression "Financial Advisor", the expression "Chief Accounts Officer" shall be substituted; and
(b) in clause (iv),-
(i) for the existing punctuation mark "." appearing at the end, the punctuation mark ":" shall be substituted; and
(ii) the following new proviso shall be added, namely> "Provided that a retired person. who has not attained the age of 62 years, shall be eligible for appointment as Member (Finance) of the Authority.";
(2) in sub-rule (2),-
(a) the existing clause (ii) shall be substituted by the following, namely> "(ii) has held. for a period of at least three years. a post equal to or higher than the post of the Superintending Engineer of Public Works Department, in Pay Level L-19 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PB-3 of Rs.15600-39100/- plus Grade Pay Rs. 7600/-) and has at least 10 years regular service in State Services/Group "A" on the post of Executive Engineer or equivalent thereto, in Pay • 1173 'l1T'T 4 ("rr) Level L-16 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PB-3 of Rs.15600-39100/- plus Grade Pay Rs.6600/-)";
(b) in clause (iii), the existing expression "post graduate" shall be deleted;
and
(c) in clause (iv),-(i) for the existing punctuation mark"." appearing at the end, the punctuation mark ":" shall be substituted; and
(ii) the following new proviso shall be added, namely> "Provided that a retired person, who has not attained the age of 62 years, shall be eligible for appointment as Member (Safety and Technology) of the Authority.";
(3) sub-rule (3),-
(a) the existing clause (ii) shall be substituted by the following, namely> "(ii) has held, for a period of at least three years, a post equal to or higher than the post of the Superintending Engineer of Public Works Department, in Pay Level L-19 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PB-3 of Rs.15600-39100/- plus Grade Pay Rs, 7600/-) and has at least 10 years regular service in State Services/Group "A" on the post of Executive Engineer or equivalent thereto, in Pay Level L-16 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PB-3 of Rs.15600-391001- plus Grade Pay Rs. 6600/- )";and
(b) in clause (iv),-
(i) for the existing punctuation mark"." appearing at the end, the punctuation mark '':" shall be substituted; and
(ii) the following new proviso shall be added, namely> "Provided that a retired person, who has not attained the age of 62 years, shall be eligible for appointment as Member (Works Contracts and Operations) ofthe Authority."; and
(4) in sub-rule (4),-
(a) the existing clause (ii) shall be substituted by the following, namely> "(ii) has held, for a period of at least three years, a post equal to or higher than the post of the Superintending Engineer of Public Works Department, in Pay Level L-19 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PB-3 of Rs.15600-39100/- plus Grade Pay Rs. 7600/-) and has at least 10 years regular service in State Servicesl Group "A" on the post of Executive Engineer or equivalent thereto, in Pay Level L-16 of Rajasthan Civil Services (Revised Pay) Rules, 2017 (Pre-revised PlJ-3 of Rs.15600-39100/- plus Grade Pay Rs. 6600/-);
(b) the existing clause (iii) shall be renumbered as clause (iv);
(c) after the clause (ii), so substituted and before the clause (iv), so renumbered, the following new clause (iii) shall be inserted, namely> "(iii) holds a degree in Civil Engineering, or a relevant discipline;
and";
(d) in clause (iv), so renumbered, for the existing expression "at least five years", the expression "at least three years" shall be substituted;

(e) in clause (iv), so renumbered, for the existing punctuation mark ''."
appearing at the end, the punctuation mark":" shall be substituted; and
(1) after the clause (iv), so renumbered, the following new proviso shall be added, namely:-"Provided that a retired person, who has not attained the age of 62 years shall be eligible for appointment as Member (Concessions and Public Private Partnerships) ofthe Authority.".
