1. Short title and commencement.- (1) These rules may be called the Rajasthan Municipalities (Election) (Second Amendment) Rules, 2019.
(2) They shall come into force on and from the date of their publication in the Official Gazette.
2. Amendment of rule 22.- In sub-rule (1) of rule 22 of the Rajasthan Municipalities (Election) Rules, 1994, hereinafter referred to as the said rules,-
(i) in clause (a), for the existing figure "1000", the figure "2000" shall be substituted and for the existing figure "500", the figure "1000" shall be substituted;
(ii) in clause (b), for the existing figure "2000", the figure "4000" shall be substituted and for the existing figure "1000", the figure "2000" shall be substituted; and
(iii) in clause (c), for the existing figure "3000", the figure "6000" shall be substituted and for the existing figure "1500", the figure "3000" shall be substituted.
3. Amendment of rule 28.- In rule 28 of the said rules,-
(i) in sub-rule (1), for the existing expression " returning officer", the expression " District Election Officer " shall be substituted; and
(ii) in sub-rule (3), for the existing expression "returning officer", the expression "District Election Officer" shall be substituted.
4. Substitution of rule 69.- The existing rule 69 of the said rules shall be substituted by the following, namely:- "69. Oath of Office.- Every Chairperson and every person who is elected to be a member of any municipality shall before entering upon his duties as such make and subscribe before the Collector or his nominee for the purpose an oath or affirmation in the form prescribed below:- "I...................... do solemnly swear (or affirm) that I will be faithful and bear true allegiance to the Constitution of India as by law established & that I will loyally carry out the duties of the office upon which I am about to enter, I take this pledge that I will remain committed towards cleanliness and devote time for this, 294 राजस् थान राज&पत्र, अगस् त 6,] 6119 भाग , ¼क½ I will devote 100 hours per year, that is two hours per week, to voluntarily work for cleanliness, I will neither litter not let others litter. I will initiate the quest for cleanliness with myself, my family, my locality, my village and my work place, I believe that the countries of the world that appear clean are so because their citizens don't indulge in littering nor do they allow it to happen, With this firm belief, I will propagate the message of Swachh Bharat Mission in villages and towns, I will encourage 100 other persons to take this pledge which I am taking today, I will endeavour to make them devote their 100 hours for cleanliness, and I am confident that every step I take towards cleanliness will help in making my country clean.

5. Amendment of rule 72.- The existing rule 72 of the said rules, shall be substituted by the following, namely:- "72. Publication of results.- Subject to the general or specific order of the State Election Commission, the returning officer shall send the details of the elected members under rule 68 to the State Election Commission, for the publication of the name of the members in the Official Gazzette."
6. Amendment of rule 74.- The existing rule 74 of the said rules, shall be substituted by the following, namely:- "74. Production and inspection of election papers.- (1) While in the custody of the returning officer,
(a) the packets of unused ballot papers with counterfoils attached thereto;
(b) the packets of used ballot papers whether valid, tendered, rejected or cancelled;
(c) the packets of the counterfoils of used ballot papers;
(d) the packets of the marked copy of the List of Voters;
(e) the packets containing registers of voters in Form 14A; and
(f) the packets of the declarations by electors and the attestation of their signatures;
shall not be opened and their contents shall not be inspected by, or produced before, any person or authority except under the order of a competent court.
(2) Subject to such conditions and to the payment of such fee as the Election Commission may direct, all other papers relating to the election shall be open to public inspection and copies thereof shall on application be furnished."
