11. Character:- (1) The character of a candidate for direct recruitment to the Service must be such as will qualify him for employment in the Service. He must produce a certificate of good character from the Principal Academic Officer of the University or College or School in which he was last educated and two such certificates written not more than six months prior to the date of application, from two responsible persons not connected with his College or University or School and not related to him. Explanation:- In the case of conviction of a candidate for an offense by a Court of Law, the circumstances of the conviction shall be taken into account, and :– (a) if they involve no moral turpitude and the candidate produces a report from the Superintendent, After Care Home or if there is no such Home in a particular district, from the Superintendent of Police of that district to the effect that while in prison and by his subsequent conduct, he has proved to be completely reformed; and (b) if they involve moral turpitude, he produces a certificate from the Superintendent, After Care Home endorsed by the Inspector General of Prisons to the effect that he has proved to be completely reformed by disciplined life while in prison and by his subsequent good conduct in an ‗After Care Home‘ and is suitable for employment, the mere conviction shall not be regarded as disqualification. (2) If a candidate was convicted for a criminal offense by a Court of Law and if the circumstances of the conviction reveal association of such candidate with crimes of violence or with a movement which had as its object to over throw by violent means the Government as by law established, the conviction shall operate as disqualification for recruitment.
