25. Appointment to the Service:- Appointment to the posts in the Service by direct recruitment or by promotion as the case may be, shall be made by the Appointing Authority on occurrence of substantive vacancies from the candidates selected under rule 22 in order of merit and from the persons selected under sub-rule(3) of rule 24 in accordance with these rules. Explanation:- If in a Service, in any category of post, number of posts available for promotion is an odd number then for purpose of determining the vacancies for selection by promotion on the basis of seniority-cum-merit and merit in the proportion of 50:50, the following cyclic order shall be followed: 25-A. Appointment of Screened Persons:- Appointment to posts in the service shall be made by the Appointing Authority from amongst the persons adjudged suitable under rule 6 of these rules.
