2. Definitions.- In these rules unless the context otherwise requires,- (a) "Appointing Authority" means the Government of Rajasthan; (b) "Committee" means a Committee referred to in rule 28; (c) "Commission" means the Rajasthan Public Service Commission; (d) "Council” means the All India Council of Technical Education (A.I.C.T.E.) constituted under the All India Council for Technical Education Act, 1987; (e) "Director" means the Director of Technical Education, Rajasthan; (f) "Direct Recruitment" means recruitment made according to the procedure prescribed in Part IV of these rules; (g) "Government” means the Government of Rajasthan; (h) "Member of Service" means a person appointed to a post in the service on the basis of regular selection under the provisions of these rules or the rules or orders superseded by these rules; (i) "Polytechnic" means technical institutions imparting technical education for award of diploma by State Board of Technical Education; (j) "Schedule" means Schedules appended to these rules; (k) "Service" means the Rajasthan Technical Education (Engineering) Service; (l) "Service" or "Experience" wherever prescribed in these rules as condition for promotion from one Service to another or within the Service from one category to another or to senior posts, in the case of which holding a lower post eligible for promotion to higher post shall include the period for which the person has continuously worked on such lower post after regular selection in accordance with rules promulgated under proviso to Article 309 of the Constitution of India, Note: Absence during service e.g. training, leave and deputation etc, which are treated as "duty" under the Rajasthan Service Rules, 1951 shall also be counted as service for computing experience or service required for promotion. (m) "Substantive Appointment" means an appointment made under the provisions of these rules to a substantive vacancy after due selection by any of the methods of recruitment prescribed under these rules and includes an appointment on probation or as a probationer followed by confirmation on the completion of the probation period; Note: Due selection by any of the methods of recruitment prescribed under these rules shall include recruitment either on initial constitution of service or in accordance with the provisions of any Rules promulgated under proviso to Article 309 of the Constitution of India, except an urgent temporary appointment; (n) "State" means the State of Rajasthan; and (o) "Year" means financial year.
