24A. Scheme of Examination and Syllabus.- (1) The written examination for direct recruitment to the post in the service shall be conducted by the Commission as per scheme specified in Schedule-II. (2) The Commission shall not recommend a candidate who has not appeared in any paper of the written examination or interview."
