(1) A procuring entity may adopt the method of spot purchase for procurement if the estimated cost or value of the subject matter of procurement is less than Rupees fifty thousand on one occasion but it shall not exceed Rupees three lakh in a financial year.
(2) A procuring entity shall procure a subject matter of procurement on the recommendation of the spot purchase committee. The committee shall survey the market to ascertain the reasonableness of rate, quality and specifications and identify the appropriate supplier of the subject matter and shall record the following certificate- “Certified that we ……………………………………………………………… ……., (names of members of the committee) members of the sport purchase committee are jointly and individually satisfied that the subject matter recommended for procurement is of the requisite specifications and quality, priced at the prevailing market rate and the supplier recommended is reliable and competent to supply/provide the subject matter in question.”
