Section 11: The Board of Management

(1) The Chancellor shall, as soon as may be after the first Vice-Chancellor is appointed, constitute the Board of Management.

(2) The Board shall consist of the following members, namely: - Class-I: Ex-officio Members

(a) the Vice-Chancellor-Chair person;

(b) the Secretary to the Government in-charge of the Animal Husbandry, Dairy and Fisheries Department;

(c) the Secretary to the Government in-charge of the Finance Department;

(d) the Managing Director of Rajasthan Co-operative Dairy Federation

(e) the Director of Animal Husbandry;

(f) the Director of Fisheries;

(g) the Registrar;

Class-II: Other Members

(h) two scientist, (not below the rank of Professor) having special knowledge or practical experience in research, teaching and extension education in the field of veterinary and animal sciences, nominated by the Chancellor;

(i) one livestock farmer nominated by the Government;

(j) one representative of the industries connected with animal husbandry, Dairy or fisheries nominated by the Government;

(k) one woman social worker nominated by the Government;

(l) one nominee of the Veterinary Council of India;

(m) one eminent educationist from outside the University from the field of veterinary and animal sciences to be nominated by the Vice-Chancellor;

(n) one University officer to be nominated by the Vice-Chancellor;

(o) one Professor to be nominated by the Vice-Chancellor; and

(p) one member of the Rajasthan Legislative Assembly nominated by the Government.

Explanation.-For the purpose of this sub-section, expression "Secretary to the Government in-charge" means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he or she is in-charge of a department.

(3) In case the member specified in clause (b) of sub-section (2) is unable to attend the meetings of the Board, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to the Government to represent him or her.

(4) In case the member specified in clause (c) of sub-section (2) is unable to attend the meetings of the Board, for any reason, he or she may depute the Divisional Commissioner, Bikaner to represent him or her.

(5) The term of office of the members of the Board, other than the ex-officio members, shall be three years.

(6) The members of the Board shall not be entitled to receive any remuneration from the University except such daily and travelling allowances as may be prescribed:

Provided that nothing contained in this sub-section shall preclude any member from drawing his or her normal emoluments to which he or she is entitled by virtue of other office he or she holds.
