(1) There shall be a Finance Committee consisting of the 16 following, namely:-
(a) the Vice-Chancellor;
(b) the Secretary to the Government in-charge of the Animal Husbandry, Dairy and Fisheries Department;
(c) the Secretary to the Government in-charge of the Finance Department;
(d) one member chosen by the Board from amongst its non-official members; and
(e) the Comptroller.
Explanation.-For the purpose of this sub-section, expression "Secretary to the Government in-charge" means the Secretary to the Government in-charge of a department and includes an Additional Chief Secretary and a Principal Secretary when he or she is incharge of a department.
(2) In case the member specified in clause (b) of sub-section (1) is unable to attend the meetings of the Finance Committee, for any reason, he or she may depute any officer of his or her department not below the rank of Deputy Secretary to Government to represent him or her.
(3) In case the member specified in clause (c) of sub-section (1) is unable to attend the meetings of the Finance Committee, for any reason, he or she may depute the Divisional Commissioner, Bikaner to represent him or her.
(4) The Finance Committee shall-
(a) examine the annual accounts and the annual financial estimates of the University and advise the Board thereon;
(b) review the financial position of the University from time to time;
(c) make recommendation to the Board on every proposal involving expenditure for which no provision has been made in the annual financial estimates or which involves expenditure in excess of the amount provided for in the annual financial estimates;
(d) make recommendation to the Board on all matters relating to the finances of the University; and
(e) perform such other functions as may be prescribed by the Statutes.
