Subject to the provisions of this Act, the Statutes may provide for any matter and shall, in particular, provide for following, namely :-
(a) the constitution, powers and duties of the authorities of the University;
(b) the appointment, nomination and continuance in office of the members of the authorities of the University and all other matters relating to these authorities for which it may be necessary or desirable to provide;
(c) creation, composition and functions of other authority or committees, necessary or desirable for improving the academic life of the University;
(d) powers, functions, duties and terms and conditions of services of the officers;
(e) classification, qualification and terms and conditions of services and duties of teachers and non-teaching staff of the University;
(f) establishment, amalgamation, sub-divisions or abolition of Faculties, Divisions, Department, Research Stations, Centres or other units of the University;
(g) establishment of pension and insurance schemes for the benefit of officers, teachers and other employees of the University and the rules, terms and conditions of such schemes;
(h) holding of convocations to confer degrees and diplomas;
(i) conferment and withdrawal of honorary degrees and academic distinctions;
(j) conditions of service, remunerations and allowances including travelling and daily allowances to be paid to officers, teachers and other persons employed under the University;
(k) management of Colleges, Centres, Divisions, Departments, Regional Stations or other institutions founded or maintained by the University;
(l) constitution of Selection Committee for appointment of staff other than teachers and officers;

(m) the institution of fellowships, scholarships, stipend, bursaries, medals and prizes and the conditions of award thereof;
(n) the moneys to form part of and to be paid into the University fund and the matters to which the fund may be applied and appropriated; and
(o) all other matters which by this Act are required to be or may be provided for or prescribed otherwise than by Ordinances or Regulations.
