For every allot ment or regularisation under these rules a document evidencing the same shall be prepared in appropriate forms as may be determined by the State Government which shall be signed for and on behalf of Gov ernor of the State by the Chief Municipal Officer or Secretary of the Local Authority or by the officer authorized by the State Government in this behalf, as the case may be, and shall be duly stamped and regis tered at the expense of the allottee or the purchaser.
