1. Short title and extent:-(a) These rules may be called “The Rajasthan Water Supply Rules.”
(b) They extend to the whole of the state of Rajasthan
(c) They are issued in supersession of all the existing unit rules.
2. Definitions.-(a) The Government shall mean the Government of Rajasthan.
(b) The Chief Engineer shall mean the Chief Engineer, Public Health Engineering Department.
(c) The Superintending Engineer, Shall mean the Superintending Engineer, Health of the Division concerned.
(d) The Executive Engineer, shall mean the Engineer I/C of the Division and Assistant Engineer I/C of the P.H.E. Sub-Division.
(e) The Overseer shall mean the Officer working under the Assistant Engineer, in the P.H.E. Sub-Division.
(f) The contractor shall mean the Licensed Plumber or a contractor enlisted in the Division as per rules.
(g) Department shall mean the water works department (Public Health Engineering Department)
(h) Consumer shall mean all individuals, private concerns or Public institutions, local bodies, Government Departments or all those who purchase water through Water Works mains under the foregoing rules.
3. Public Supply,-Whoever bathes or washes clothes or other articles at a public stand post or tempers with or damages a public stand post draws or attempts to draw water from a public stand post except by the proper method or willfully wastes water from a public stand post shall be liable to pay damages by the Executive Engineer, Water Works concerned.
(2) No person shall commence to draw or cause or permit to draw through his servants or labour, water from a public stand post for the construction of a building unless he has obtained a written permission from the department in Form W. I. The permit shall be kept by the holder thereof at the place where water is being used for the aforesaid purpose and it shall be open to inspection by such officers of the department as may be authorized by the Executive Engineer in this behalf. Without the written permission of the department no water shall be drawn for the aforesaid purpose beyond the date given in the permit. Any person wishing to draw water from a public stand post for building purpose or for consolidation of roads shall make an application in form W. 2 appended to these Rules to be obtained from the Water Works department (See Article 17). Alongwith the application in form W.2 be shall also submit a plan showing the building proposed to be constructed to enable the department to calculate the cubical content of the building for which water is proposed to be marked on the plan in red. All persons unless the department thinks fit to exempt any one by an order in writing shall deposit by way of security with the application a sum of Rs. 50/-. He shall also be liable to deposit on demand such additional security up to Rs. 250/- which may be determined by the Department in each case, after taking into consideration the size of the building and the total estimated demand for water charges. Water charges for water drawn for such purpose shall be payable by all such persons within seven days of the receipt of the bill in accordance with the rates fixed by the Department from time to time under rule 14 and 15 of these rules.
(3) Whoever without the written permission of the department draws or uses or cause or permits to draw through his servants or lebour water from a public stand post for other than domestic purpose shall be liable for the amount for which he would have been liable had he obtained permission for such use of water from a public stand post. A supply of water for domestic purpose shall not be deemed to include a supply –
(a) for animals or for washing vehicles when such animals or vehicles are kept for sale or hire;
(b) for any trade, manufacture or business;
(c) for fountains, swimming baths or for any ornamental or mechanical purpose;
(d) for gardens or for purpose of irrigation;
(e) for watering roads or paths;
(f) for building purpose.
PART II- Private supply
(4) No connection with the Water Works mains for a private water supply, and no alteration or extension of any such existing connection shall be made in any private permission except on the application of the owner of such premises or of his recognized agent. Who shall be registered as the consumer and shall be responsible for the observance of the Rules so far as the connections on his property are concerned. Provided that the Department may, if it thinks fit itself alter the position of any existing connections.
Note:-Such connections shall be for domestic purpose only, but the Department may permit them to be used for other purpose on such conditions as it may fix.
(5) Every application for a connection with the mains for a private water supply, or for the alteration or extension of any such existing connection shall be addressed to the Assistant Engineer in charge and shall be made on a printed form to be obtained from the department (See Rule 8).
(6) New connections shall be sanctioned or refused by an officer so authorized by the Superintending Engineer, extensions and alterations to existing connections shall also be allowed or disallowed by the authority.
(7) The department on its discretion may allow or disallow a water connection or cause any water connection so given to be metered or any meter so fixed to be removed at any time. Before changing the method of supply the department shall give the owner or consumer a notice of not less than a fortnight. In case a metered connection is given for the first time the owner or consumer shall forthwith deposit a cash security amounting to twenty-five rupees in respect of each meter provided by the department for his premises before the supply of water can be allowed.
(8) Procedure for giving connection.-Any person, which also includes a corporate body, being owner of the premises may apply to the Assistant/Executive Engineer, Water Works concerned for supply of water for purpose to be specified in the application which shall be on a prescribed form obtainable on payment of Re. 1/- only either from the Executive Engineer`s office or from the Assistant Engineer Water Works concerned, Sub-Divisions.
(9) In case the applicant is not the owner of premises in which be requires a water connection and is a tenant in the said building or land, he should get the application endorsed by the owner of the premises giving “No Objection” certificate for the water connection in the names of the tenant. The tenant then shall be required to furnish a deposit as detailed below which will be refunded to him when be leaves the premises without any arrears pertaining to water supply against him. Rs. 50/- for ½” Water Connection. Rs. 75/- for ¾” Water Connection. Rs. 100/- for 1” and above. Rs. 200/- for commercial concerns viz, hotel, cinemas etc.
(10) Applications for new connections shall be forwarded by the Assistant Engineer, Water Works concerned to the Officer concerned (as per rule 6) whose decision as to whether the connections shall be sanctioned or not shall be final.
(11) After sanction to the proposed connection, applicant will be informed by letter and shall within 15 days deposit with the Executive Engineer, concerned an amount of Rs. 10/- as connection fee. The cost of Meter Box and ferrule fixed by the Department from time to time will. Also have to be deposited by him alongwith the connections fee in case be cannot procure his own Meter Box and ferrule as per department specification.
(12) The applicant shall have to make his own arrangement for pipe fittings at his own cost.
(13) (i) It will be the sole responsibility of the consumer for the maintenance of the service line from the Water Works main or sub-main. But its maintenance (repairs and replacement) will have to be carried out through the Water Works Department and charges shall have to be borne by the consumer. If the consumer fails to deposit the cost of maintenance, repair or replacement his connection will be liable to be cut off after a due notice and amount so incurred will be recovered as per P.D.R. Act, 1952
(ii) Installation and extension of pipe line beyond the Meter and inside the premises shall be carried out by the applicant through a licenced plumber or approved contractor of the Water Works Department but the same will be open to inspection by technical representative of the department as and when desired and directed by the Department.
(iii) The consumer shall not connect with his pipe line any cistern of respectable used for the storage of rains or well water or other water from the Water Works mains and no supply shall directly be connected to any water closet, urinal, steam boiler or any hol water system or any apparatus used for heating or trade purposes or any close vessel otherwise than through the supply cistern thereof or any mechanical equipment like pumps etc.(see Rule 36)
(14) The connection will not be made until the full amount is paid and all the necessary formalities are completed and the licensed plumber or the approved contractor of Water Works has submitted the form W. 3.
(15) Before the estimated cost for providing the connection is deposited, the applicant will also have to produce the permission of the local Municipal authority or the Urban Improvement Trust as the case may be in case there is no pucca arrangement for disposal of waste water. If there is paving of pucca road which would require dismantling the applicant would have to deposit necessary charges which will be provided in the estimate.
(16) Metered connections.-(i) All meters and other apparaius pertaining thereto and incidental to the supply of water to any building or land shall except as otherwise provided in these rules and so far as may be supplied, repaired extended, shifted or altered as may be considered necessary by the department at the expense of the owner or the consumer as the case may be but shall be under the control of the Department.
(ii) For metered connections, the meter shall ordinarily be supplied by the Water Works Department. But it is not obligatory A consumer may however be permitted to have his own meter subject to the following conditions:-
(a) The meter must be of a type approved by the Department and in proper working order.
(b) It shall be fixed after being tested by the Water Works Department at the expenses of the consumer.
(c) A fee of Rs. 5/- will be charged for testing the meter.
(d) No meter, whether owned by the consumer shall be tampered with in any way.
(e) Consumer shall be solely responsible for the safety of the meter, if meter is tempered with, stolen or lost from the site, the consumer shall have to get it repaired or replaced as the case may be, at his own cost failing which connection is liable to be disconnected and recovery be made from him under the Public Demand Recovery Act, 1952.
(f) If meter seal is broken it will be replaced at a cost of Re. 1/- in the first instance and it “if the Executive Engineer is satisfied that breaking of the seal was with bad intention” the consumer is liable to pay for damages subject to maximum of Rs. 50/-
(17) Water Charges.- The charges will be levied as per rates fixed by the Water Works Department from time to time. Rebate fixed in the schedule shall be allowed if payment is made within due date indicated on each water supply Bill.
(18) In addition to the charges specified in rule 17 there shall be following charges :- Meter Rent.- In the case of meters owned by the Department a meter rent shall be charged at the rates fixed by the Department from time to time. These charges shall include the cost of all alteration, repairs and renewal.
(19) (i) The registered consumer in respect of any metered connection may challenge the correctness of meter on payment of a fee of Rs. 5/- If on examination the meter is found to record 5 percent less or more than the actual consumption the fee shall be returned. In case if it is found as a result of a test that there was no defect in the meter the deposit shall be forfeited.
(ii) The charges for meter rent shall be paid for any period during which the connection remains open even if the meter fails correctly to record amount of water consumed.
(20) Unmetered Connections.- Whenever in any house to which an unmetered connection has been fitted any operation in the nature of building or rebuilding is to be undertaken by the owner, the registered consumer or other person responsible for such operation shall before the building operations are commenced, make an application to the department. In form No. W.2 for permission to use water for building purpose and no water shall be used for such purpose unless sanction in Form W.1 appended to these Rules has been obtained. The Permit shall be kept by the holder thereof at the place when water is used for the aforesaid purpose and shall be open to inspection by the such officers of the Department as may be authorized by the Department in the behalf. Without the written permission of the Department no water shall be drawn for the aforesaid purpose beyond the date given in the permit. Along with the application in form W.2 be shall also submit a plan showing the building proposed to be constructed to enable the department to calculate the cubical contents of the building All such persons unless the Department thinks fit to exempt any one by an order in writing shall deposit by way of security a sum of Rs. 50/-. He shall also be liable to deposit an additional security deposit up to Rs. 250/- according to the size of the building and estimated demand for water charges. It will be on the discretion of the Department to meter the connection and make charges on the basis of the actual consumption in accordance with the rates in force from time to time for metered connections for domestic supply or not to meter the connection in which case water charges for water drawn for building purpose shall be payable in accordance with rates fixed by the Department from time to time under rules 17 and 18 with the sanction of the Superintending Engineer. All the demands of the Department referred to in this rule shall be payable within 15 days of the receipt of the bill. If any of the provision of this rule is violated or is not fulfilled the water connection will be liable to be cut off and will be reopened only on payment of reconnection fee of Rs. 10/-.
(21) (1) No fountain or cistern shall be connected with any unmetered connection except with the written permission of the Department.
(ii) A special rate shall be fixed by the Department for such fountain or cistern.
(22) Calculation and payment of Charges:- (1) For the purpose of calculating the charges detailed in rules (17) and (18) 15 days or less shall be considered as half a month and over 15 days but less than one month as one month.
(2) Ordinarily the consumption through a water meter is prima facie record for all purposes.
(a) But in case meter is reported to be or is out of order or under repairs or is not repairable due to non-availability of spare parts. The water consumption shall be computed on any one or more of the following basis:-
(i) On actual consumption recorded by the meter if the same is found on test to register less than 5% slow or fast.
(ii) On the average of the immediately preceding month and average fo preceding 3 months.
(iii) On the consumption of the corresponding period of the previous year.
(iv) On such reliable date as may be considered reasonable the Executive Engineer, water works Department.
(b) For the purpose of these rules a meter shall be deemed to be out of order.
(i) If on testing it is found to be registering more than 5% slow or fast.
(ii) If it is on inspection found to have been tampered of damaged.
(iii) If it has stopped or failed to register consumption of water drawn through it.
(c) If a private meter is suspected to be working slow or out of order, the same shall be removed and tested by the Department and if found correct it shall be sealed and refixed at departments cost. But if found out of order the owner of such meter shall arrange to get it repaired within a month and get it tested by this department on payment of testing fee of Rs. 5/-.The cost of spare parts etc. will have to be paid by the consumer in advance if the meter could be repaired by this Department.
(23) The registered consumer of any connection shall be bound to pay all charges made under these rules. But if in the course of any quarter a meter shall have been examined and found to be registering in excess of five percent the consumer shall be entitled to have the charges made to him for excess consumption reduced proportionately for the period from the first day of that quarter to the date in which the meter was examined. If in any quarter the meter of any connection ceases to register, the Department shall be entitled to charge for the quarter an amount for excess consumption not exceeding the average of the past three quarters of full usage. WATER SUPPLY BILLS
(21) (a) A bill for the water consumption charges and the meter rent will be sent to each consumer every month in accordance with the rates as may be prescribed by the Government from time to time.
(b) The dates of payment will be spread over the month and preparation delivery of the bills will be so arranged that all bills for water will be paid within 15 days of the issue of the bill. If payment of the bill is not made by the specified date the consumer would lose the advantage of rebate and will have to pay normal rate given in the bill.
(c) The excuse of bill not having been received will not be entertained.
(d) Consumers should always quote bill No. while communicating with the office.
(e) In case of dispute the bill must be paid in full under protest within time to avail of rebate. Any excess charge admitted will be adjusted in the subsequent bills.
(f) If for some reasons the bill is amended, it can be paid within fifteen days from the date for presentation of the bill.
(25) In case the bill is lost a duplicate copy may be obtained from the office on payment of Re. 0.12 P. only. If bill is sent by post an extra charge of Re. 0.15 P. only will be made.
(26) The bill will be prepared in the name of the owner of the connection and will be delivered at the site where the connection exists.
Exception may be made under special circumstances.
(27) All outstandings on account of any charges under these rules shall be realised by the Water Works Department as per public Demand Recovery Act, 1952.
(28) All complaints should be addressed to the Executive Engineer concerned. An appeal against his order shall be to the Superintending Engineer. Health of the Division Concerned. TEMPORARY CONNECTIONS
(29) (a) Temporary water connections will be allowed for special occasions such as marriages, fairs, exhibition etc. for a limited period.
(b) Temporary water supply will also be metered.
(c) The meter rent will be charged as usual as from permanent consumer.
(d) The water charges will be recovered at one and half time of the normal rate in force.
(e) Necessary deposit of the estimated amount will have to be made in advance by the applicant as security to safeguard the Department dues and at the time of removing the temporary connection the expenditure will be adjusted accordingly.
(f) Temporary connections to seasonal piyaoos, sabils, cattle troughs etc. will also be covered by these rules.
(30) Notwithstanding the provisions of rules (17), (18), (22) and (29) the Department may allow any water connection free for any public or any charitable purpose provided that if the person who is the registered consumer in respect of such free connection allows water to be washed or to be used for any purpose other than that for which such free connection was granted, the Department may cancel the grant of that free connection. GENERAL PROVISION AS TO PRIVATE CONNECTIONS
(31) No House shall be supplied with water from the service connection of any adjoining house or premises provided that a connection of over “inch may be used by more than the house on application to the Department on terms to be fixed by the Department.
(32) No connection shall be granted unless drainage arrangements have been made for the disposal of waste water to the satisfaction of the Department or Municipality.
(33) No Portion of any private connection or of the pipe or main leading to it shall be tempered with in any way whatsoever whether for the purpose of repair alteration or any other purpose.
(34) Every registered consumer shall be bound immediately if he has knowledge of it, to report the Department any defect in his connection whereby water runs to waste.
(35) The Department shall affix at a suitable and easily accessible place in every house fitted with an unmetered water connection enameled plate of the size of 3 inches, 2 inches with the number of water connection written on it. In case the plate is at any time, lost, broken or defaced its price, not exceeding Re. 1/- as may from time to time be fixed by Department shall be recoverable from registered consumer in the same manner as arrears of water rate.
(36) No Pumps plants or devices would be allowed to be attached to his water supply system without obtaining previous sanction from the water Works Department. CLOSING AND REOPENING OF PRIVATE CONNECTIONS
(37) If any registered consumer who wished to close his connection shall give fifteen days notice in writing to the Department after the expiry of which water rate shall not be charged.
(38) If any person other than the owner or the duly authorized agent of the owner of the premises in which a connection has been fitted wishes to have reopened or kept open a connection which would otherwise be closed, he shall execute an agreement undertaking the responsibilities of a registered consumer and shall have all the liabilities of a registered consumer. All such persons unless the Department thinks fit to exempt them by an order in writing, shall deposit a sum of thirty rupees or more as may be determined by the Department for the due payment of water charges in addition to the ordinary charges which are payable in advance. The security shall be kept intact and shall not be set off against any money due from such registered consumer until he shall have applied to have the connection closed, when it shall either be returned to him after the payment by him of all charges assessed under these rules or, after efforts to collect such charges by the department have failed used by the Department to liquidate the payment of charges and the cost of their collections.
(39) All applications to open or re-open a connection shall be in form W-4 and shall be accompanied by a fee of Rs. 10/- as opening fee together with all dues payable in advance.
(40) (I) Any connection may be cut off by order of the Department in the following cases :-
(a) for breach of any of the provisions of the foregoing rules.
(b) where through defect in a connection water is running to waste.
(c) where the use of a water tap causes premises to become insanitary in the opinion of a Sanitary official.
(d) where in the opinion of the Department adequate drainage arrangement have not been made for the disposal of waste water.
(e) in the case of a metered connection where meter requires repair;
(f) in case the owner or consumer refuses to pay the cash security as prescribed under rules 3(2); (II) In any case where a connection has been cut off in accordance with Rule (40) (i) (a) and (f) the Department may require payment of damages up to a maximum of Rs. 50/- which shall be paid before the connection is reopened. (III) In any case where a connection has been cut off under rule (40) (i)
(b) (c) (d) and (e) it shall not be reopened except on payment of a fee of Rs. 10/- . GENERAL POWERS
(41) The Department may from time to time regulate and limit the hours of water supply with reference to connections, localities. Demand of public as far as possible and season of the year.
(42) The Department does not hold itself responsible for non supply of water caused by accident such as failure or electric powers supply, leakage or bursting of the mains or these obstructions or low pressure in the mains in summer season or strike by labourers. The Department retains the right to suspend water supply at any time and for as long a period as may be found necessary for repairs or for laying new lines etc. PLUMBING LICENCE
(43) A plumbing licence may be granted to a Contractor or trade dealing with pipe fittings etc.
(44) Applications for such licences should be sent to the Executive Engineer concerned who will verify and ascertain the necessary requirements for the purpose.
(45) The firm or the trader must have a qualified technician (Overseer or Mistry) for carrying out the plumbing work and should produce a certificate to the department.
(46) The applicant must possess necessary tools and equipments for the purpose, such as dies, pipes, fittings wrenches etc.
(47) The applicant will have to produce Income Tax Clearance Certificate and also a certificate from the Bank clarifying his financial status.
(48) The applicant will have to pay a sum of Rs. 75/- as licence fee in the first instance for obtaining the licence. The amount will be deposited in Executive Engineer`s office.
(49) The livence will have to be renewed every year in April and a sum of Rs. 20/- will have to be paid as renewal charges by the 15 th April, failing which penalty shall be charged @10/- p.m. If the licence is not renewed before April Next the licence will stand as cancelled and a fresh licence will have to be taken on payment of full licence fee.
(50) The licence holder will be responsible for the work done through him or his agency.
(51) Any harassment caused to the consumers or applicant through him or his agency shall make him liable for cancellation of the licence.

11. SECURITY DEPOSIT:-
(a) Equivalent to three month’s gross minimum charges for service connection of relevant size, subject to minimum of Rs.500.00 for owner of House/ Establishment.
(b) For other persons such as tenant etc. The amount of security deposit will be double of the subject to a minimum of Rs. 1000.00
(c) The security deposit for temporary connection shall be 1.5 times of the amount calculated as per clause 11 a,b, as applicable.
(d) The security deposit for sewer connection having own water supply Rs. 250.00

15. TRANSFER OF NAME OF WATER CONSUMER:- Name of a consumer shall be changedafter deposition of a fee of Rs.
100.00 and security fee as per clause No. 11 and after submission of necessary proof of ownership.

The rates of temporary water supply shall be 1.5 times the normal rates of water supply for the related categories. Similarly the rates of minimum charges for temporary connection shall be 1.5 times the rates of minimum charges for related categories and size of which the connection is being taken. C. SPECIAL PROJECT Applicable to integrated Rural Water Supply, Sanitation and Community Participation Project for 3 districts (AapniYojna) and other such projects as notified by the Government from time to time. (ii) Shops having existing Flat Rate Connection will be charged as per item 3 as above. 10. CONNECTION CHARGES :
(a) New water connection charges shall be equivalent to one months net minimum charges for service connection of relevant size subject to minimum of Rs. 100/-
(b) Disconnection charges will be 50% of new connection charges of respective connection charge.
(c) Reconnection charges will be 50% of new connection charges of respective connection charge.
(d) One time charge for a new connection in a house having more than ground and first floor Rs. 15.00 per sq.mtr. of the total plot area.
(e) One time charge for a new connection in a group housing scheme if a new connection is required by a flat owner Rs. 15.00 per sq.mtr. of the Flat area.
(f) One time charge for a new connection in a group housing scheme if a common connection is required by the residents of group housing scheme. Rs. 15.00 per sq.mtr. of the total floor area.
(g) New connection charge for sewer connections Rs. 200.00
11. SECURITY DEPOSIT :
(a) Equivalent to three months gross minimum charges for service connection of relevant size, subject to a minimum of Rs. 200/- for owner of house/Establishment.
(b) For other persons such as tenant etc. the amount of security deposit will be double of the above subject to a minimum of Rs. 1000/-
(c) The security deposit for temporary connection shall be 1.5 times of the amount calculated as per clause 11a, b, as applicable.
12. OTHER CHARGES
(a) Meter testing fee on request from consumers
(i) Up to 25 mm size of metre Rs. 20.00
(ii) Above 25 mm size of meter Rs. 100.00
(b) Charges for duplicate bill on Rs. 3.00 request by the consumer
(c) Meter Tampering/Damaging/ Theft Charges

(a) For PHED water supply 20 % of the water charges mentioned above, wherever sewer system exists subject to the usual rebate applicable for timely payment of water charges.

Note 2: For consumers having mix of own and PHED water supply, sewerage tax shall be charged as if they are having own supply only.
14. SEWERAGE TREATMENT PLANT CHARGES:- 13% of the water charges mentioned above wherever sewer are connected or hereafter connected with the treatment plant subject to usual rebate applicable for timely payment.
15. TRANSFER OF NAME OF WATER CONSUMER:- Name of a consumer shall be changed after deposition of a fee of RS. 100/- and security fee as per clause No. 11 and after submission of necessary proof of ownership.
16. FEE FOR ISSUE OF LICENSE TO PLUMBER:

17. PENALTY FOR CONNECTING ANY MECHANICAL/ ELECTRICAL EQUIPMENT DIRECTLY IN SERVICE CONNECTION:

The rates of termporary water supply shall be 1.5 times the normal rates of water supply for the related categories, Similarly the rates of minimum charges for temporary connection shall be 1.5 times the rates of minimum charges for related categories and size of which the connection is being taken. The population density in existing colonies has been increased due to construction of multistoried buildings to the tune of five to six times of the population for which the water supply infrastructure was intially designed for these areas. There has been a constant demand for water connection in multi-storied buildings in individual capacity as well as for bulk connections. The matter has been deliberated in the meeting held on 05.03.2020 under the chairmanship of Chief Secretary, Rajasthan and meeting by ACS, PHED with ACS, UDH held on 13.01.2012 and it has been decided to provide water connection to multistoried buildings on the basis fo available PHED resources and infrastructure. Accordingly it is enjoined upon to all field officers that they should start accepting applications for releasing water connection in multistoried buildings on following terms & conditions:
(i) Water connection shall be given only in areas/buildings where PHED have acequate water supply infrastructure and distribution system . The Water demand of the building shall be calculated on the total built-up area basis of the flats/ shops in the building.
(ii) Only one connection of requisite size as per water demand of the multistoried building calculated as above shall be given to the Resident Welfare Society of the building. No individual flat/shop owner shall be given water connection separately.
(iii) Construction of roof top rain water harvesting structure, as per Rajasthan Municipality Act 2009 under section 238(i) In plot having size more than 300 sqm shall be mandatory.
(iv) In the agreement format for release of water connection presently being used by the department, following shall be added :-
(a) A list of flat/shop owners duly signed by them.
(b) Water supply on proportionate availability basis in surface source.
(c) Resident welfare society agrees to deposit share cost of the expenditure involved in case there is a need to augment water supply Infrastructure system of the area/building. Agreement between PHED and Resident Welfare Society shall be executed before releasing water connection.
(v) Resident Welfare Society shall be fully responsible for getting all water supply Infrastructure work completed in the premises such as construction of under ground water storage tank of required capacity, water lifting pump & their electric installation and plumbing work etc. PHED Shall only be responsible for providing water supply to underground tank of the building premises it must be ensured before releasing water connection.
(vi) In case, PHED infrastructure is not adequate for releasing water connection, the Engineer In-charge of the area shall prepare a technical estimate for water supply of increased demand in the area if required, taking share cost of the Infrastructures up-gradation for transfer main and storages, pumping system of the distribution center, up-gradation/new pipeline in the distribution system including shifting of existing domestic water connections and cost of road cut repair etc. The prepared estimate shall be submitted to the competent authority for A&F sanction.
(vii) Water connection fee and other charges shall be taken as per prevailing water tariff.
(viii) Suitable provisions for use of recycled water in the building must be ensured before releasing the connection.
(ix) Installation of ISI mark domestic water meter/flow meter suitable for size of connection shall be mandatory for proper metering of the water consumption by the resident Welfare Society. The cost of water meter and other peripherals shall be borne by the Resident Welfare Society. These directions must be followed strictly in releasing water connection to multistoried buildings. (c) Reconnection charges Reconnection charges will be equal to new connection charges of respective connection charge.
(d) One time charges in a house having more than ground and first floor One time charges for a new connection in a house having more than ground and first floor @ Rs.

Provisions of clause 11.(d), 11.(e) and 11.(f) above: Individual Connection to a flat owner shall be considered only in the building with construction upto maximum Ground Plus Two floor levels. In the buildings with number of floors exceeding G+2 floors, only one common connection as per Multi-storey Buildings Water Connection Policy shall be released. All such connection(s) will be released at ground floor only.
(g) New Connection charges for Sewer Connections Rs. 200.00
(h) One time charges for a new connection for NonDomestic Supply Connection @ Rs. 45.00 per Sq. Mtr. of the total built up area of the building.
(i) One time charges for a new connection for a Industrial Connection @ Rs. 75.00 per Sq. Mtr. of the total built up area of the building.
12. SECURITY DEPOSIT:
(a) Equivalent to three months minimum charges for service connection of relevant size, subject to a minimum of Rs. 500/- (Rs. 200/- for BPL consumers) for owner of house/Establishment.
(b) For other persons such as tenant etc the amount of security deposit will be double of the above subject to a minimum of Rs. 2000/- (Rs 400.00/- for BPL consumers).
(c) The Security deposit for temporary connection shall be 1.5 times of the amount calculated as per clause 12 (a) & (b) as applicable.
(d) For sewer connection having own water supply Rs. 250.00
13. OTHER CHARGES:
(a) Meter testing fee on request from consumers

15. SEWERAGE TREATMENT PLANT CHARGES :- SEWERAGE TREATMENT PLANT CHARGES @ 13% of the water charges mentioned above wherever sewer are connected or hereafter connected with the treatment plant.
16. TRANSFER OF NAME OF WATER CONSUMER : TRANSFER OF NAME OF WATER CONSUMER Name of a consumer shall be changed after deposition of a fee of Rs. 100/-and security fee as per clause No. 12 and after submission of necessary proof of ownership.

19. PENALTY FOR TAKING ILLEGAL WATER CONNECTION FROM DISTRIBUTION MAIN: For All water supply schemes in the State Rs. 1000.00 and 5 times estimated charges for water consumed subject to a minimum consumption of 30 KL per month for a minimum period of 12 months.
20. INFRASTRUCTURE DEVELOPMENT SURCHARGE-IDC: The Slab of total monthly water consumption Infrastructure Development (Water) Surcharge
(a) On exceeding 15,000 Litres and up to 40,000 Litres 25%
(b) On exceeding 40,000 Litres 35% Notes: I. The rates of water supply for all categories are per Kilo litre. II. The rates of temporary water supply shall be 1.5 times the normal rates of water supply for the related categories. III. Similarly the rates of minimum charges for temporary connection shall be 1.5 times the rates of minimum charges for related categories and size.
PART C –WATER TARIFF FOR SPECIAL PROJECTS
21. WATER CHARGES FOR SPECIAL PROJECTS: Applicable upon following projects; I. Integrated Rural Water Supply, Sanitation and Community Participation project for three districts (Aapni Yojana); II. All completed Major Water Supply Projects with immediate effect; III. All other such ongoing and future projects (to be effective from the date of work completion certificate issued by Engineer in-Charge); IV. Any other such project as notified by the PHED, GoR from time to time.The village/habitation will be treated as a consumer unit and charges will be levied as per domestic rates tariff as follows: a. For consumption upto 10 lpcd. Rs. 1.50 Per KL b. For consumption 10 to 40 lpcd Rs. 3.50 Per KL c. For consumption more than 40 lpcd. Rs. 4.50 Per KL The latest available GOI Census will be used for evaluation the charges. The connections in urban areas of the Project will be dealt with like that of other urban areas. The public supplies through stand posts in urban areas will be charged at the same rate.
PART D – REBATES: Offices of Indian Military / Air Force / Navy / police Department/ Para Military Forces etc., WITH residential buildings. Wherever in the Campus of Offices of Indian Military / Air Force/ Navy / Police Department/ Para Military Forces etc., if there are residential buildings also, then the rate of water tariff shall be 75% of Non- Domestic rates all over the state.
PART E – Late Payment Surcharge, Annual Increment and Round off: Late Payment Surcharge (LPS): Late Payment Surcharge (LPS) amounting to 10% of total Water Bill amount shall be recovered from defaulters who pay water bill beyond last date, up to two months. Beyond two months, LPS will be added to the bill and 18% interest will be charged on outstanding. Annual Increment The Water Tariff and all other charges on all categories of of Water Tariff and all other Charges: consumers will be multiplied by a factor 1.1 every year with respect to tariff applicable on preceding year. This revised Tariff and Other Charges will be applicable from 1 st April every year. Additional Clause The sum total of water bill shall be rounded off to nearest next rupee. Such rounded off amount will be part of water bill. The above tariff will be applicable for a period of 5 years after which the State Government will review the tariff Order. In case of non revision of tariff by the State Government, Water Tariff and all other charges on all categories of consumers will be continue to be multiplied by a factor 1.1 every year with respect to tariff applicable on preceding year. Procedure steps:- Step-1 Any enterprise/corporate body shall apply online for new water connection at his premises by filling up the application form available on the portal www.swes.rajasthan.gov.in. The applicant shall upload scanned copies in PDF/JPEG/JPG/PNG/BMP file format (max. size 1 MB) of following documents for verification using their digital signature certificates: (A1) Self attested true copy of ownership of premises or land such as Allotment letter/ Sale Deed/ Patta/Agreement (registered or non-registered). or 'No Objection' certificate from the owner of the building or land for the water connection in case the applicant is a tenant/lessee and copy of tendency/lease agreement. http://www.swes.rajasthan.gov.in/ (A2) Existing/proposed building plan clearly showing total built up area of building. Step-2 Online application, received in accordance with step-1, shall be processed by the Superintending Engineer and will arrange for survey of the site by Assistant/Junior Engineer concerned to asses feasibility of the distribution network for new water connection. Outcome of feasibility report shall be informed to the applicant within 4 working days from the date of submission of online application. Detail reasons shall be intimated to applicant for non-feasibile connections. For feasible connection, the applicant will also be informed simultaneaously about the amounts to be deposited towards

11. CONNECTION CHARGES
(a) New Water New Water Connection charges shall be equivalent to Connection one month's minimum charges for service connection of relevant size, subject to minimum as following, (I) Domestic Consumers: Rs 550/- (II) BPL consumers: Rs, 110/- (III) Non Domestic consumers: Rs. 1100/- (IV) Industrial Consumers: Rs, 2200/-, (V) For SSI Units: Rs 1100/-
(b) Disconnection charges Disconnection charges will be 50% of new connection charges of respective connection charge.
(c) Reconnection charges Reconnection charges will be equal to new connection charges of respective connection charge.
(d) One time charges in a house having more than ground and first floor One time charges for a new connection in a house having more than ground and first floor @ Rs. 49.50 per Sq. Mtr. of the total plot area.
(e)One time charges for a new connection to individual flat in a group housing scheme One time charges for a new connection to individual flat in a group housing scheme if a new connection is required by a flat owner @ Rs. 49.50 per Sq. Mtr. of the total built up area of flat.
(f) One time charges for a new connection in a group housing scheme One time charges for a connection in a group housing scheme if a common connection is required by the residents of group @ Rs. 49.50 per Sq. Mtr. of the total built up area of the building. Provisions of clause 11.(d), 11.(e) and 11.(f) above: Individual Connection to a flat owner shall be considered only in the building with construction upto maximum Ground Plus Two floor levels. In the buildings with number of floors exceeding G+2 floors, only one common connection as per Multi- storey Buildings Water Connection Policy shall be released. AIl such connection(s) will be released at ground floor only.
(g) New Connection charges for Sewer Connections Rs. 200.00
(h) One time charges for a new connection for Non Domestic Supply Connection @ Rs. 49.50 per Sq. Mtr. of the total built up area of the building. (I) One time charges for a new @ Rs. 82.50 per Sq. Mtr. of the total built connection for a Industrial Connection up area of the building.
12. SECURITY DEPOSIT :
(a) Equivalent to three months minimum charges for service connection of relevant size, subject to a minimum of Rs. 550/- (Rs. 220/- for BPL consumers) for owner of house/Establishment.
(b) For other persons such as tenant etc the amount of security deposit will be double of the above subject to a minimum of Rs. 2200/- (Rs 440.00/- for BPL consumers).
(c) The Security deposit for temporary connection shall be 1.5 times of the amount calculated as per clause 12 (a) & (b) as applicable.
(d) For sewer connections having own water supply Rs. 250.00
13. OTHER CHARGES :
(a) Meter testing fee on request from consumers (I) Up to 25 mm size of meter (II) Above 25 mm size of meter Rs. 110.00 Rs. 550.00

Note 2. For consumers having mix of own and PHED water supply, sewerage tax shall be charges as if they are having own supply only.
15. SEWERAGE TREATMENT PLANT CHARGES :- SEWERAGE TREATMENT PLANT CHARGES @ 13% of the water charges mentioned above wherever sewer are connected hereafter connected with the treatment plant.
16. TRANSFER OF NAME OF WATER CONSUMER : TRANSFER OF NAME OF WATER CONSUMER Name of a consumer shall be changed after deposition of a fee of Rs. 110/-and security fee as per clause No. 12 and after submission of necessary proof of ownership.
17. FEE FOR ISSUE OF LICENCE TO PLUMBER :
(a) First License

18. PENALTY FOR CONNECTING ANY MECHANICAL/ELECTRICAL EQUIPMENT DIRECTYLY IN SERVICE CONNECTION :

19. PENALTY FOR TAKING ILLEGAL WATER CONNECTION FROM DISTRIBUTION MAIN : For All water supply schemes in the State Rs. 1100.00 and 5 times estimated charges for water consumed subject to a minimum consumption of 30 KL per month for a minimum period of 12 months.
20. INFRASTRUCTURE DEVELOPMENT SURCHARGE-IDC: The Slab of total monthly water consumption Infrastructure Development (Water) Surcharge
(a) On exceeding 15,000 Litres and up to 40,000 Litres 25%
(b) On exceeding 40,000 Litres 35% Notes: I. he rates of water supply for all categories are per Kilo litre. II. The rates of temporary water supply shall be 1.5 times the normal rates of water supply for the related categories. III. Similarly the rates of minimum charges for temporary connection shall be 1.5 times the rates of minimum charges for related categories and size.
PART C-WATER TARIFF FOR SPECIAL PROJECTS
21. WATER CHARGES FOR SPECIAL PROJECTS: Applicable upon following projects; I. Integrated Rural Water Supply. Sanitation and Community Participation project for three districts (Aapni Yojana); II. all completed Major Water Supply Projects with immediate effect; III. all other such ongoing and future projects (to be effective from the date of work completion certificate issued by Engineer in-Charge); IV. any other such project as notified by the PHED, GoR from time to time. The village/habitation will be treated as a consumer unit and charges will be levied as per domestic rates tariff as follows : a. For consumption upto 10 Lpcd Rs. 1.65 Per KL b. For consumption 10 to 40 Ipcd Rs. 3.85 Per KL c. For consumption more than 40 Ipcd. Rs. 4.95 Per KL The latest available GOI Census will be used for evaluating the charges. The connections in urban areas of the Project will be dealt with like that of other urban areas. The public supplies through stand posts in urban areas will be charged at the same rate.
PART-D REBATES: Offices of Indian Military / Air Force/ Navy / police Department/ Para Military Forces etc., WITH residential buildings. Wherever in the Campus of Offices of Indian Military / Air Forcel Navy / Police Department/ Para Military Forces etc., if there are residential buildings also, then the rate of water tariff shall be 75% of Non- Domestic rates all over the state.
PART E - Late Payment Surcharge, Annual Increment and Round off: Late Payment Surcharge (LPS) Late Payment Surcharge (LPS) amounting to 10% of total Water Bill amount shall be recovered from defaulters who pay water bill beyond last date, up to two months. Beyond two months, LPS will be added to the bill and 18% interest will be charged on outstanding. Additional Clause The sum total of water bill shall be rounded off to nearest next rupee. Provisions of clause 11(d), 11(e) and 11(f) above : Individual Connection to a flat owner shall be considered only in the building with construction upto maximum Ground Plus Two floor levels . In the buildings with number of floors exceeding G + 2 floors , only one common connection as per Multi storey Buildings Water Connection Policy shall be released . All such connection(s) will be released at ground floor only .

PART C - WATER TARIFF FOR SPECIAL PROJECTS 21 WATER CHARGES FOR SPECIAL PROJECTS : Applicable upon following projects :
(i) Integrated Rural Water Supply . Sanitation and Community Participation project for three districts (Aapni Yojana);
(ii) All completed Major Water Supply Projects with immediate effect;
(iii) All other such ongoing and future projects (to be effective from the date of work completion certificate issued by Engineer in - Charge);
(iv) Any other such project as notified by the PHED , GOR from time to time . The village / habitation will be treated as a consumer unit and charges will be levied as per domestic rates tariff as follows: a. For consumption upto 10 lpcd ` 1.82 Per KL b. For consumption 10 to 40 lpcd ` 4.24 Per KL c. For consumption more than 40 Ipod ` 5.45 Per KL The latest available GOI Census will be used for evaluating the charges. The connections in urban areas of the Project will be dealt with like that of other urban areas . The public supplies through stand posts in urban areas will be charged at the same rate.
PART D - REBATES : Offices of Indian Military Air Force / Navy / police Department/ Para Military Forces etc. with residential buildings. Wherever in the Campus of Offices of Indian Military / Air Force / Navy / police Department/ Para Military Para Military Forces etc., if there are residential buildings also, then the rate of water tariff shall be buildings 75% of Non - Domestic rates all over the state.
PART E - Late Payment Surcharge and Round off : Late Payment Surcharge (LPS) Late Payment amounting to 10 % of total Surcharge (LPS) : Water Bill amount shall be recovered from defaulters who pay water bill beyond last date , up to two months . Beyond two months , LPS will be added to the bill and 18 % interest will be charged on outstanding . Additional Clauso The sum total of water bill shall be rounded off to nearest next rupee .
