(1) The Secretary of the Committee shall have powers to sanction petty expenditure not exceeding Rs.

5000/= (Rupees five Thousand) in any one finan­ cial year. Aoy expenditure exceeding R. 5000/= shall require the prior approval of the Committee.

(2) The Chairman of the Committee shall have powers to sanction an emergent expenditure exceeding Rs. 5000/= on any approved object in anticipation of the sanction of the Committee, but such an ex­ penditure shall be reported to the next meeting of the Committee ..
