(1) Sailors undergoing imprisonment or detention awarded summarily may, at the discretion of the senior Naval Officer present, be removed from confinement for the purpose of rejoining their ships before sailing, if a very few days of the sentence remain unexpired, or at any time, if the completion of the sentence will involve any serious inconvenience to the service.
(2) If the commanding officer should consider it advisable that sailors should be so released, he shall report the matter at least three days before hand to the senior Naval Officer present and, with his approval, may issue an order in writing for the release of the offender.
