The Central Government or the Chief of the Naval Staff or the Flag Officer Commanding-in-Chief of a Naval Command or the Commanding Officer of a ship or the Officer-in-charge of Naval academy may impose summary punishment or an office below the rank of Commander as provided for in section 94.
