When the Chief of the Naval Staff shall deem it expedient to appoint a Captain of the Fleet, he shall be a Captain of such seniority as the Chief of the Naval Staff may consider desirable, save that in exceptional circumstances the Chief of the Naval Staff may appoint a Commodore, and if he is not also in command of the ship in which he is borne, he shall be given an appointment as additional Captain of that ship.
