All appointments shall normally be filled by officers of the requisite rank who are best qualified to hold them, but the Chief of the Naval Staff is authorized to appoint, in any particular case, an officer of the rank next below or next above that by which the post is normally filled, should administrative convenience require such action, subject to the condition that in the former case acting higher rank is not granted and in the latter case no increase in the number of officers of the higher rank is involved.
