1 RICE GRADING ANDMARKING RULES

1. Short Title and Application -

(1) These Rules may be called the Rice Grading and Marking Rules, 1939

(2) They shall apply to rice of specified varieties grown in India as set out in the annexed Schedules.

2. Grade designations - Grade designations to indicate the quality of rice of specified varieties grown in India are set out in the first column of the relevant Schedules.

3. Definition of Quality -

(1) The rice of all varieties specified in the Schedules annexed to these rules shall consist of well hulled rice in good condition, cleaned (sifted), free from paddy, and reasonably dry (moisture content not exceeding 13 percent).

(2) The special characteristics of quality indicated by the grade designations are set out in columns 2 to 12 of the relevant Schedule.

(3) The general characteristics of the quality of the rice of each specified variety are set out in column 13 of the relevant Schedule.

4. Grade designation Marks - The grade designation mark shall consist of a label bearing a design (consisting of an outline map of India in conjunction with the word AGMARK) resembling that set out in Schedule I, specifying the grade designation and of the following colour :- Grade designation Colour of label Special White A Red B Blue

5. Method of marking.- The grade designation mark label shall be securely attached to each container. In addition to the grade designation mark the following particulars shall also be clearly marked on the label :- a. Year of harvest, b. Net weight, c. Name of packer, d. Date of packing.

6. Method of packing.—

(1) The rice shall be packed in containers made of jute, cotton or paper which are clean, dry and in good sound condition. Containers which have been previously used for commodities likely to cause damage or import any obnoxious flavour odour, or other undesirable characteristics to the rice shall not be employed.

(2) Each container shall contain only goods of the crop year specified and of one grade designation only.

Basis of quantitative determinations - All determinations and percentage shall be reckoned on the basis of the total weight of a representative sample.

Other rices - The tolerances specified in column 11 shall include rice of other varieties.

Chalky grains - A Chalky grains shall be a grain of rice one-half or more of which is chalky.

For accidental errors a margin of ½, 1 and 1½ per cent may be permitted in excess of the tolerance specified in column 3 for Special, A and B grades respectively, and a margin of 0.25 per cent may be permitted in excess of the specified tolerances in each of the columns 2,4,5,6 and 8 in respect of A and B grades only, provided that in every case the total is not in excess of the total refraction specified in column 9.

Foot note: - (i)In compliance to Ministry of Health and Family Welfare notification No.GSR165(E) dated 7th March, 2001 amending the prevention of Food Adulteration Rules, 1955, the limit of foreign matter (extraneous matter) has been prescribed not more than 1 per cent by weight of which not more than 0.25 percent by weight shall be mineral matter and not more than 0.10 percent by weight shall be impurities of animal origin. The limit of rodent hair and excreta has been deleted.

(ii) It shall also Comply with the restrictions in regard to poisonous metals (rule-57), crop contaminants (rule 57-A) naturally occurring toxic substances (rule 57-B), use of insecticides (rule-65), and other provisions prescribed under the Prevention of Food Adulteration Rules, 1955, as amended from time to time.

Size of grains - The tolerances, specified in column 11 shall be based upon the average of the length of 20 whole kernels (including rices of other varieties) For accidental errors, the following tolerances may be permitted in excess of the tolerances specified in columns 3,4,5,6 and 8 provided that in every case the total refraction does not exceed the proportion specified in column 9:-

(i) A tolerance of 0.25% in column 3 in respect of Special and A grades and a tolerance of 0.50% in respect of B grade.

(ii) A tolerance of 0.05% in column 4 in respect of B grade only.

(iii) A tolerance of 0.50% in column 5 in respect of Special and A grades and a tolerance of 1.00% in respect of B grade.

(iv) A tolerance of 0.10% in column 6 in respect of Special and A grades and a tolerance of 0.20% in respect of B grade.

(v) A tolerance of 0.50% in column 8 in respect of Special A and B grades.
