The State Government may, by rule, provide that the breach of any rules made by it under section 44 [or any regulations made by a Corporation under section 45] shall be punishable with fine which may extend to five hundred rupees, and when the breach is a continuing one, with a further fine not exceeding twenty rupees for every day after the date of the first conviction during which the offender is proved to have persisted in the offence.
