II(I)] Uानेश भारती, संयु% त सिचव ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 6th March, 2018 S.O. 1017(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Manipur (hereinafter referred to as the Authority, Manipur) comprising of the following members, namely: -
1. Prof. N. Rajmuhon Singh, Department of Chemistry, Manipur University, Canchipur-795 003 Imphal - Chairman;
2. Member Secretary, Manipur State Pollution Control Board, Lamphel, Imphal West- 795004, Manipur - Member;
3. Director, Directorate of Environment, Department of Forests and Environment, Government of Manipur - Member Secretary.
2. The Chairman and members of the Authority, Manipur shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
3. The Authority, Manipur shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority, Manipur shall base its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 of this notification for the State of Manipur.
5. For the purposes of assisting the Authority, Manipur, the Central Government, in consultation with the Government of Manipur, hereby constitutes the State Level Expert Appraisal Committee, Manipur comprising of the following members, namely :-
1.
Prof. Waikhom Vishwanath Singh, Department of Life Science, Manipur University, Canchipur - 795003, Manipur Chairman;
2. Shri Chongtham Priyoran Singh, Sagolband Bijoygobinda Mamang Leikai Imphal, Manipur Member;
3.
Shri Potsangbam Kumar Singh, Department of life Science, Manipur University, Canchipur - 795003 Member;
4. Professor Asha Gupta, Department of Life Sciences, Manipur University, Imphal - 795 003, Manipur Member;
5. Prof. Naoroibam Deva Singh, Dept. of Geography, Manipur University, Canchipur, Imphal - 795 003, Manipur Member;

6. The Chairman and members of the State Level Expert Appraisal Committee, Manipur shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. The State Level Expert Appraisal Committee, Manipur shall exercise such powers and follow such procedures as specified in the said notification.
8. The State Level Expert Appraisal Committee, Manipur shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the views of the majority shall prevail.
9. The Government of Manipur shall notify an agency to act as Secretariat for the Authority, Manipur and the State Level Expert Appraisal Committee, Manipur, and shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowance and dearness allowance to the Chairman and members of the Authority, Manipur and the Chairman and members of the State Level Expert Appraisal Committee, Manipur shall be paid in accordance with the relevant rules of the Government of Manipur.
