2. The Chairman and Members of the Authority, Tripura shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
3. The Authority, Tripura shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority, Tripura shall take its decision on the recommendations of the State Level Expert Appraisal Committee, Tripura constituted under paragraph 5 of this order.
5. For the purpose of assisting the Authority, Tripura, the Central Government, in consultation with the Government of Tripura, hereby constitutes the State Level Expert Appraisal Committee (hereinafter referred to as SEAC), Tripura comprising of the following persons, namely:-

6. The Chairman and Members of SEAC, Tripura shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. The SEAC, Tripura shall exercise such powers and follow such procedures as specified in the said notification.
8. The SEAC, Tripura shall function on the principle of collective responsibility and the Chairman shall endeavour to reach a consensus in each case, and where no consensus is made, the view of the majority shall prevail.
9. In order to avoid any conflict of interest —
(a) the Chairman and Members of the Authority, Tripura and SEAC, Tripura shall declare as to which consulting organisation they have been associated with and also the project proponents;
(b) the Chairman and Members of the Authority, Tripura and SEAC, Tripura shall not undertake any consultation or associate with preparation of Environmental Impact Assessment (EIA) Environment Management Plan for a project, which is to be appraised by the Authority, Tripura and SEAC, Tripura during their tenure; and
(c) where in the preceding five years, the Chairman or any of the Members of the Authority, Tripura and SEAC, Tripura have provided consultancy service or conducted EIA study for any project proponent, in that case he shall recuse himself from the meeting of the Authority, Tripura and SEAC, Tripura in the process of appraisal of any project being proposed by such proponent.
10. The Government of Tripura shall notify an agency to act as Secretariat for the Authority, Tripura and SEAC, Tripura and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facility in respect of all his statutory functions.
11. The sitting fee, travelling allowance and dearness allowance to the Chairman and Members of the Authority, Tripura and SEAC, Tripura shall be paid in accordance with the rules of the Government of Tripura.
