1533(अ), तारीख 14 जसतंबर, 2006 (जिसे इसमें इसके पश् चात ्उ त अजधसूचना कहा गर्ा ह)ै के अनुसरण में गोवा राज्र् पर्ाावरण समाघात जनधाारण प्राजधकरण (जिसे इसमें इसके पश् चात ् प्राजधकरण कहा गर्ा ह)ै का गठन करती ह,ै जिसमें जनम् नजलजखत सिस्ट् र् होंगे, अर्ाात् :-
(i) डॉ. पुरुषोत्तम रार्ा पेडनेकर, जनवास - सूर्ा गणेि, एच. एन. 4/95/एफ, एसएिी गला स्ट्पोर्टसा होस्ट्टल, पेड्डम, मापुसा, गोवा, जपन - 403526 अध्र्क्ष;
(ii) डॉ. िीपक सी. एस. गार्तोंड,े जवभागाध्र्क्ष - मानजवकी और जवज्ञान, िासकीर् पॉजलटेदिक, पणिी और जनवास - एएफ पर्राकर जहल रेिीडेंसी, खोरजलम, मापुसा, बािेज़-गोवा, जपन - 403507 सिस्ट्र्;

2. प्राजधकरण के अध्र्क्ष और सिस्ट्र् रािपत्र में इस अजधसूचना के प्रकािन की तारीख से तीन वषा की अवजध के जलए पि धारण करेंग े।
3. प्राजधकरण ऐसी िजक्तर्ों का प्रर्ोग करेगा और ऐसी प्रदिर्ा का अनुसरण करेगा, िो उक्त अजधसूचना में जवजनर्िाष् ट हैं ।
4. प्राजधकरण, राज्र् स्ट्तरीर् जविेषज्ञ मूल्र्ांकन सजमजत, जिसका पैरा 6 के अधीन गठन दकर्ा गर्ा ह,ै की जसफाररिों पर अपन ेजवजनश्चर् करेगा ।
5. प्राजधकरण के सभी जवजनश्चर् साधारणतर्ा एकमत से जलए िाएंगे :
परंत ुबहुमत द्वारा कोई जनणार् लेन ेकी ििा में उसके पक्ष में और उसके जवरुद्ध जवचारों को स्ट्पष्टतः उसके कार्ावृत्त में अजभजलजखत दकर्ा िाएगा और उसकी एक प्रजत केन्दरीर् सरकार को भेिी िाएगी ।
6. केन्दरीर् सरकार, प्राजधकरण की सहार्ता के प्रर्ोिन के जलए गोवा राज्र् सरकार के परामिा से जविेषज्ञ मूल्र्ांकन सजमजत (जिसे इसमें इसके पश् चात् सजमजत कहा गर्ा ह)ै का गठन करती ह,ै जिसमें जनम्नजलजखत व् र्ज त होंगे, अर्ाात् :--
(i) इंिी. पासकोल बारबोसा नोरोन्दहा, एच. न.ं 206, सेंट िोआदकम रोड, सेंट िोआदकम चैपल के सामने, बोडाा - 403602 अध्र्क्ष;
(ii) डॉ जनजतन एस सावंत, सहार्क प्रोफेसर, प्राणी जवज्ञान, गोवा जवश्वजवद्यालर्, जनवास 991/ए, श्री गणेि, आल्टो पोरवोररम, बोडेि, गोवा, जपन - 403521 सिस्ट्र्;

7. सजमजत के अध्र्क्ष और सिस्ट्र्, इस अजधसूचना के रािपत्र में प्रकािन की तारीख से तीन वषा की अवजध के जलए पि धारण करेंग े।
8. सजमजत ऐसी िजक्तर्ों का प्रर्ोग करेगी और ऐसी प्रदिर्ाओं का पालन करेगी, िो उक्त अजधसूचना में जवजनर्िाष् ट हैं ।
9. सजमजत सामूजहक उत्तरिाजर्त्व के जसद्धांत पर काम करेगी और अध्र्क्ष प्रत्र्ेक मामले में सवासम् मजत पर पहुचंने का प्रर्ास करेगा और र्दि सवासम् मजत पर नहीं पहुचंा िा सकता ह ैतो बहुमत का मत अजभभावी होगा ।
10. जहतों के दकसी टकराव से बचने के जलए-
(i) सजमजत के अध्र्क्ष और सिस्ट्र् तर्ा प्राजधकरण - (क) र्ह घोजषत करेंगे दक वे दकस परामिा सगंठन और पररर्ोिना के प्रस्ट्तावक से िुड ेहैं ;
(ख) दकसी पररर्ोिना के जलए पर्ाावरणीर् समाघात जनधाारण और पर्ाावरण प्रबंधन र्ोिना की तैर्ारी के जलए कोई परामिा नहीं िेगें र्ा सहर्ोग नहीं करेंगे, िो उनके कार्ाकाल के िौरान प्राजधकरण द्वारा जवजनजश् चत और सजमजत द्वारा मूल्र्ांदकत की िानी ह ै; और
(ii) र्दि जपछल ेपांच वषों में, अध्र्क्ष र्ा प्राजधकरण और सजमजत के दकसी भी सिस्ट्र् न ेदकसी पररर्ोिना प्रस्ट्तावक के जलए परामिा सेवाएं प्रिान की हैं र्ा पर्ाावरणीर् समाघात जनधाारण अध्र्र्न आर्ोजित दकर्ा है, तो उस जस्ट्र्जत में वे स्ट्वर्ं को ऐसे समर्ाकों द्वारा प्रस्ट्ताजवत दकसी भी पररर्ोिना के मूल्र्ांकन की प्रदिर्ा में प्राजधकरण और सजमजत की बैठक बचाव करेंग े।
11. गोवा राज्र् सरकार, प्राजधकरण और सजमजत के जलए सजचवालर् के रूप में कार्ा करन ेके जलए दकसी अजभकरण को अजधसूजचत करेगी और सजचवालर् सभी जवत्तीर् और संभार तंत्र संबंधी सहार्ता, जिसके अतंगात वास-सुजवधा, पररवहन और उनके सभी कानूनी कृत्र्ों की बाबत अन्दर् सुजवधाएं भी हैं, उपलब्ध कराएगा ।
12. प्राजधकरण के अध्र्क्ष और सिस्ट्र्ों तर्ा सजमजत के अध्र्क्ष और सिस्ट्र्ों की बैठक की फीस, र्ात्रा भत्ता और मंहगाई भत्ता गोवा राज्र् सरकार के जनर्मों के अनुसार संित्त दकर्ा िाएगा । [फा.सं. आईए 3-13/1/2024-आई.ए.III] डॉ. सुिीत कुमार बािपेर्ी संर्कु्त सजचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 25th April, 2024 S.O. 1791(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Goa (hereinafter referred to as the Authority) comprising of the following persons, namely: -
(i) Dr. Purushottam Raya Pednekar, residing at Surya Ganesh, H.No.4/95/F, Next to SAG Girl Sports Hostel, Peddem, Mapusa, Goa. Pin 403526 -Chairman;
(ii) Dr. Dipak C. S. Gaitonde, Head of Department - Humanities and Science, Government Polytechnic, Panaji, and residing at AF-Parrikar Hill residency, Khorlim, Mapusa, Bardez-Goa, Pin. 403507 -Member;
(iii) Director (Environment and Climate Change), Ex Officio, Jt. Secretary, Government of Goa -Member- Secretary.
2. The Chairman and Members of the Authority shall hold office for a period of three years from the date of publication of this notification in the Official Gazette.
3. The Authority shall exercise such powers and follow such procedures as specified in the said notification.

4. The Authority shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 6.
5. All decisions of the Authority shall be taken in a meeting and shall ordinarily be unanimous:
Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly recorded in the minutes and a copy thereof shall be sent to the Central Government.
6. The Central Government, in consultation with the State Government of Goa, for the purpose of assisting the Authority, hereby constitutes the State Level Expert Appraisal Committee (hereinafter referred to as the Committee), comprising of the following persons, namely: -
(i) Er. Pascoal Barbosa Noronha, H. No. 206, St. Joaquim Road, Opposite St. Joaquim Chapel. Borda, 403 602 -Chairman;
(ii) Dr. Nitin S. Sawant, Assistance Professor of Zoology, Goa University residing at H.No. 991/A, Shri Ganesh, Alto Porvorim, Berdez, Goa Pin. 403521 -Member;
(iii) Dr. Subhash Hanamantappa Bhosale, H.No.15/B, Shree Sharada Co. Op. Housing Society, Farmagudi- Dhavali Bypass road, Behind Hotel Venkateshleel, Xemetimb, Bandora, Ponda- Goa -Member;
(iv) Shri Prasad Shashikant Rangnekar, Corlim, Ella Tiswadi, Goa -Member;
(v) Dr. Jose Romeno Faleiro, Mariella, House No.225, Arlem-Raia, Salcete, Goa -Member;
(vi) Shri. Sanjay Jahagirdar, Ho.No.5/1812/1, Housing Board, Sanquelim, Goa 403505 -Member;
(vii) Shri Sujeetkumar Mariappa Dongre, Scientist-D, Blue Flag India, Centre for Environment Education, Goa residing at F-2, Nadkarni Manor, Defence Colony, Alto Porvorim, Bardez-Goa, Pin.403521 -Member;
(viii) Shri Sanjay Amonkar, Chicalim, Goa -Member;
(ix) Senior Environmental Engineer, Goa State Pollution Control Board Opp. Saligao Seminary, Saligao, Bardez-Goa -Member -Secretary.
7. The Chairman and Members of the Committee, shall hold office for a period of three years from the date of publication of this notification in the Official Gazette.
8. The Committee shall exercise such powers and follow such procedures as specified in the said notification.
9. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to reach consensus in each case, and if consensus cannot be reached the view of the majority shall prevail.
10. In order to avoid any conflict of interest,-
(i) the Chairman and Members of the Authority and the Committee shall-
(a) declare to which consulting organisation they have been associated with and also the project proponents;
(b) not undertake any consultation or associate with regard to preparation of Environment Impact Assessment and Environment Management Plan for project, which is to be decided by the Authority, or to be appraised by the Committee during their tenure; and [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5
(ii) in the preceding five years, if the Chairman or any Member of the Authority or Committee has provided consultancy services or conducted Environment Impact Assessment studies for any project proponent, they shall recuse themselves from the meetings of the Authority or Committee from the process of appraisal of any project proposed by such proponents.
11. The State Government of Goa shall specify an agency to act as secretariat of the Authority and the Committee which shall provide financial and logistic support including accommodation, transportation and such other facilities in respect of their functions under the said notification.
12. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority and the Committee, shall be paid in accordance with the provisions of relevant rules of the State Government of Goa.
