MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 12th September, 2012 S-0-2171(E)-“Whereas, vide notifications of the Government of India in the erstwhile Ministry'of SurfaceTTransport ( Roads Wing) number 8.0. 196 03) dated 6th March, 2000 and Ministry of Road Transport and Highways number So. 1192(E) dated 3rd December, 2001 and SO 465(E), dated the 26* April, 2002, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretches from Km 447.000 to Km 464.000, Km 464.000 to Km
474.000, Km 175.640 to Km 447.000 and Km 474.000 to Km 480.000 (Nagpur to Hyderabad Section) respectively of National Highway No. 7, in the State of 'Andhra Pradesh, to the National Highways Authority of India (hereinafter referred to as the “Authority”);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereafter referred to as the “said Rules”), the Central Government hereby levies the fee at the rates specified in column (2) of the Table 1 for net road section length of 67.215 kilometer (hereinafter referred to as “base rate”) for use of the four and more lane section and at one and one half times the base rate for bypasses costing Rupees ten crore or more on the Type of Vehicles specified in column (1) of Table 1 below, for the use of the section from kilometer 368.255 to Km 471.331, (Adloor Yellareddy to Gundla Pochampally Section) on the National Highway N0. 7 in the State of Andhra Pradesh and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:— TABLE 1 Base rate of fee per km for the Type ofVehicles base year 2007-2008 (in Rs.)
(1) (2) Car, Jeep, Van or Light Motor Vehicle - 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus '
1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment 03MB) or Multi Axle Vehicle (MAV) (four to six 3.45 axles) Oversized Vehicles (seven or more axles) 4.20 Notes:
1. The fee levied and collected hereunder shall be due and payable at the following Toll Plaza for net road length specified for such Toll Plaza:
Location of Toll Plaza (chainage) Length (in km) for which Fee is payable Km/Ch. at 443.713 (near Village 67.215 Manoharabad in Medak District)
2. In additional to above, the following fee shall also be due and payable for the use of the following bypasses costing Rs 10 crore or more at the following Toll Plaza at one and half times the base rate for the length of bypasses specified for such Toll Plaza:

Length of bypass (in km) for which additional fee is payable Kamareddy bypass of 13.100 kilometers Bhiknoor bypass of 3.840 kilometers ' Ramayampet bypass of 5.590 kilometers Chegunta bypass of 6.717 kilometers Toopran bypass of 6.614 kilometers Location of Toll Plaza (chainage) Km/Ch. at 443.713 (near Village Manoharabad in Medak District) The rate of monthly pass for local personal traffic is Rs. 200.00 (rupees Two Hundred only) for the year 2012—13 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
For multiple journey on the highway section, passes shall be issued at the following rates, namely;
Amount Payable ; Maximum number of one Period of validity way journeys allowed One and half times of the fee Two Twenty four hours from the for one way journey time ofpayment ' Two—third of amount of the fee Fifty One month from date of payable / for fifty single payment journeys Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
Mechanical vehicles which is loaded in excess of permissible load specified for its category under the rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
The fee rates shall be revised annually in accordance with the rule 5 of the said rules.
The estimated capital cost of the project is Rupees 675.00 croresl The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the mpital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
