I FHIT FATTIAT, HLFT T=HA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 3rd May, 2023 S.0. 2032(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.0. 1533(E), dated the 14 September, 2006 (hereinafter referred to as the said notification), the Central Government considers it necessary or expedient so to do, hereby constitutes the State/UT Level Environment Impact Assessment Authority, Chandigarh (hereinafter referred to as the Authority, Chandigarh) comprising of following persons, namely:- @ Dr. Srishti Pal Vasudeva, Retired as Principal Chief Conservator of - Chairman; Forests, Himachal Pradesh
(i) Dr. R.S. Saini, Managing Director, - Member; Green Economy Initiatives Private Limited & CEO Green Economy Coalition Foundation
(iii) Director, Department of Environment, - Member- Chandigarh Administration Secretary.
2. 3. The Authority, Chandigarh shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority, Chandigarh shall take its decision on the recommendations of the State/UT Level Expert Appraisal Committee (hereinafter referred to as the SEAC, Chandigarh) constituted for the Union Territory of Chandigarh by this notification.
5. To assist the Authority, Chandigarh, the Central Government in consultation with the Government of Chandigarh, hereby constitutes the SEAC, Chandigarh comprising of the following persons, namely: - @) Dr. H.C Sharma, Retired as Principal Scientific Officer from Himachal - Chairman; Pradesh State Pollution Control Board
(i) Dr. Varinder Singh Kanwar, Vice Chancellor, Chitkara University, - Member; Himachal Pradesh (iif) Dr. Anoop Verma, Associate Professor and Head, School of Energy and - Member; Environment, Thapar Institute of Engineering and Technology, Patiala (@iv) Dr. Alka Sharma Grover, Vice Chairperson, DAV Global School, - Member; Patiala, DAV Managing Committee, New Delhi W) Dr. Y K Rawal, Chairman, Department of Zoology, Punjab University, - Member; Chandigarh
(vi) Dr. Neeraj Khatri, Scientist (Senior Principal Scientist)/ Professor at - Member; Institute of Microbial Technology, Chandigarh
(vii) Dr. Daizy Rani Batish, Professor, Department of Botany, Punjab - Member; University, Chandigarh

6. The Chairman and Members of the SEAC, Chandigarh shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. In order to avoid any conflict of interest, - @) the Chairman and Members of the Authority, Chandigarh and SEAC, Chandigarh -
(a) shall declare to which consulting organisation they have been associated with and also the project proponents;
(b) shall not undertake any consultation or associate with preparation of Environment Impact Assessment (EIA) and Environment Management Plan for a project, which is to be appraised by the Authority, Chandigarh and the SEAC, Chandigarh during their tenure; and
(i) if in the past five years, the Chairman or any of the Members of the Authority, Chandigarh and SEAC, Chandigarh have provided consultancy services or conducted EIA studies for any project proponent, in that event they shall recuse themselves from the meetings of the Authority, Chandigarh and SEAC, Chandigarh in the process of appraisal of any project being proposed by such proponents.
8. The SEAC, Chandigarh shall exercise such powers and follow such procedures as specified in the said notification.
9. The State Government of Chandigarh shall notify an agency to act as Secretariat for the Authority, Chandigarh and the SEAC, Chandigarth and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions. 11 The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Chandigarh and the Chairman and Members of the SEAC, Chandigarh shall be paid in accordance with the applicable rules made by the Government of Chandigarh.
