(ख) आचाय� बी.के. /तवार�, पया�वरण अWययन Xवभाग, नाथ�-इ!टन� �हल यू/नवDस�ट�, Dशलांग-793022, मेघालय सद!य (ग) मुYय वन संर.क (सामािजक वन XवZान और पया�वरण), मेघालय सरकार सद!य स�चव
2. 8ा�धकरण, मेघालय के अWय. और अशासक3य सद!य राजप� मG इस अ�धसूचना के 8काशन क3 तार�ख से तीन वष� क3 अव�ध के Dलए पद धारण करGगे ।
3. 8ा�धकरण, मेघालय ऐसी शि<तय= का 8योग करेगा और ऐसी 8X^याओं का पालन करेगा जो उ<त अ�धसूचना मG Xव/न�द�`ट है ।
4. 8ा�धकरण, मेघालय, मेघालय राJय के Dलए पैरा 5 के अधीन ग�ठत राJय !तर�य XवशेषZ अंकन सDम/त क3 Dसफा�रश= के आधार पर अपना Xव/नHचय करेगा । 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
5. कG -�य सरकार, 8ा�धकरण, मेघालय क3 सहायता के 8योजन के Dलए मेघालय राJय सरकार के परामश� से राJय !तर�य XवशेषZ अंकन सDम/त, मेघालय (िजसे इसमG इसके पHचात ्एस ई ए सी, मेघालय कहा गया है), ग�ठत करती है, िजसमG /नNनDलOखत ह=गे, अथा�त:्-
6. एसईएसी, मेघालय के अWय. और सद!य राजप� मG इस अ�धसूचना के 8काशन क3 तार�ख से तीन वष� क3 अव�ध के Dलए पद धारण करGगे ।
7. एसईएसी, मेघालय ऐसी शि<तय= का 8योग करेगा और ऐसी 8X^याओं का पालन करेगा जो उ<त अ�धसूचना मG Xव/न�द�`ट है ।
8. एस ई ए सी, सामू�हक उ9तरदा/य9व के Dसbांत पर काय� करेगी और अWय. 89येक मामले मG सव�सNम/त पर पहंुचने का 8यास करेगा और य�द सव�सNम/त पर नह�ं पहंुचा जाता है तो बहुमत का मत अDभभावी होगा ।
9. मेघालय राJय सरकार, 8ा�धकरण, मेघालय और एसईएसी, मेघालय के Dलए स�चवालय के :प मG काय� करने के Dलए अDभकरण को अ�धसू�चत करेगी और सभी Xव9तीय और संभार तं� समथ�न िजसके अंतग�त वास सुXवधा, प�रवहन और इसके सभी कानूनी कृ9य= के संबंध मG ऐसी अcय सुXवधाएं भी है, उपलdध कराएगी ।

(vii) उप वन संर.क, अपर 8धान मुYय वन संर.क का काया�लय, (सामािजक वन XवZान और पया�वरण), मेघालय सरकार स�चव ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3 MINISTRY OF ENVIRONMENT, FORESTS AND CLIMATE CHANGE NOTIFICATION New Delhi, the 5 th August, 2015 S.O. 2125(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests number S.O. 1533(E), dated the 14 th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority (SEIAA), Meghalaya (hereinafter referred to as the Authority for Meghalaya) comprising of the following Members, namely: -
(a) Shri Toki Blah, IAS (Retd.), Chapel Road, Qualapatty Shillong, Meghalaya – 793002 Chairman
(b) Professor B.K.Tiwari, Department of Environment Studies, North – Eastern Hill University, Shillong – 793022 Meghalaya Member
(c) Chief Conservator of Forests ( Social Forestry and Environment), Government of Meghalaya.

2. The Chairman and non-official Member of the Authority for Meghalaya shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
3. The Authority for Meghalaya shall exercise such powers and follow the procedures as specified in the said notification.
4. The Authority for Meghalaya shall base its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 for the State of Meghalaya.
5. For the purposes of assisting the Authority for Meghalaya, the Central Government, in consultation with the State Government of Meghalaya, hereby constitutes the State Level Expert Appraisal Committee, Meghalaya (hereinafter referred to as SEAC for Meghalaya) comprising of the following Members, namely :-
(i) Shri Darlando Thanmi Khathing Air House, Madanriting, Shillong – 793014 Chairman
(ii) Shri Knudsenberg Cheran Momin Bonepa, Tura, P.O.Lower Chandmary, Tura, West Garo Hills, Meghalaya – 794002 Member

6. The Chairman and Members of SEAC for Meghalaya shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. The SEAC for Meghalaya shall exercise the powers and follow the procedures as specified in the said notification.
8. The SEAC for Meghalaya shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.
9. The State Government of Meghalaya shall notify an agency to act as Secretariat for the Authority for Meghalaya and SEAC for Meghalaya and shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all its statutory functions.
10. The sitting fee, travelling allowance and dearness allowance to the Chairman and Member of the Authority for Meghalaya and the Chairman and Members of SEAC for Meghalaya shall be paid in accordance with the concerned rules of the State Government of Meghalaya.
