1. | Sh. Arun Kumar Bhatt -Chairman; D-11/20, Char Imli, Bhopal

2. | Sh. Anil Kumar Sharma -Member; E-8/67, Basant kuynj, Shahpura, Bhopal

3. | Executive Director, The Environmental Planning and -Member-Secretary. Coordination Organisation (EPCO)

2. The Chairman and Members of the Authority, Madhya Pradesh shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.

3. The Authority, Madhya Pradesh shall exercise such powers and follow such procedures as specified in the said notification.

4. The Authority, Madhya Pradesh shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 for the State of Madhya Pradesh.

5. For the purpose of assisting the Authority, Madhya Pradesh, the Central Government in consultation with the State Government of Madhya Pradesh, hereby constitutes the State Level Expert Appraisal 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Committee (hereinafter referred to as SEAC, Madhya Pradesh) comprising of the following Members, namely: - 1 2 3

1. Dr. Praveen Chandra Dubey -Chairman; Scheme-140, IDA, A1-204, Bhopal

2. Sh. Raghvendra Shrivastva, Indian Forest Service -Member; SDX-116, New Minal Residency, Bhopal

3. Prof. Dr. Rubina Chaudhary -Member; Faculty of Engineering Sciences, Devi Ahilya Vishwavidyalaya, Takshila Campus, Khandwa Road Indore, (M.P.)

4. Dr. AK. Sharma -Member; House No. 61, Phase 1, Rivera Towne, Near Mata Mandir, Bhopal

5. Prof. Anil Prakash -Member; Department of Microbiology, Barkatullah University, Bhopal

6. Prof. (Dr.) Alok Mittal -Member; Department of Chemistry, Maulana Azad National Institute of Technology, (MANIT), Bhopal

7. Dr. Jai Prakash Shukla -Member; 96, Kunjan Nagar Phase-II, Hoshangabad Road, Bhopal

6. The Chairman and Members of SEAC, Madhya Pradesh shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.

7. The SEAC, Madhya Pradesh shall exercise such powers and follow such procedures as specified in the said notification.

8. The SEAC, Madhya Pradesh shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.

9. In order to avoid any conflict of interest, -

(a) the Chairman and Members of the Authority, Madhya Pradesh and SEAC, Madhya Pradesh shall declare as to which consulting organization they have been associated with and also the project proponents;

(b) the Chairman and Members of the Authority, Madhya Pradesh and SEAC, Madhya Pradesh shall not undertake any consultation or associate with preparation of Environmental Impact Assessment (EIA) Environment Management Plan for a project, which is to be appraised by the Authority, Madhya Pradesh and SEAC, Madhya Pradesh during their tenure; and

(c) if in the past five years, the Chairman or any of the Members of the Authority, Madhya Pradesh and SEAC, Madhya Pradesh have provided consultancy services or conducted EIA studies for any project proponent, in that event they shall recuse themselves from the meeting of the Authority, Madhya Pradesh and SEAC, Madhya Pradesh in the process of appraisal of any project being proposed by such proponents. 10. The Government of Madhya Pradesh shall notify an agency to act as Secretariat for the Authority, Madhya Pradesh and SEAC, Madhya Pradesh and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions.

11. The sitting fee, travelling allowances and dearess allowances to the Chairman and Members of the Authority, Madhya Pradesh and SEAC, Madhya Pradesh shall be paid as per the rules of the State Government of Madhya Pradesh.
