(हैदराबाद से :डंडी ) तक का ख<ड भारतीय रा�ीय राजमाग� �ािधकरण (िजसे इसम2 इसके प>ात् ‘�ािधकरण‘ कहा गया ह)ै को सAपा ह;ै और यतः, के��ीय सरकार ने, रा�ीय राजमागB के ख<डC, Dथायी पुलC, बाइपासC और सुरंगC के उपयोग के िलए शुJक के संKहण हतुे रा�ीय राजमाग� अिधिनयम 1956 (1956 का 48) क� धारा 9 0ारा �दN शिOयC का �योग करते Pए सा.का.िन. 838 (अ), तारीख 5 5दसQबर 2008 0ारा रा�ीय राजमाग� शुJक (दरC का अवधारण एवं संKहण) िनयम, 2008 बनाए हR और उनम2 सा.का.िन.950 (अ), तारीख 3 5दसQबर, 2010, सा.का.िन. 15 (अ), तारीख 12 जनवरी, 2011, और सा.का.िन. 756 (अ), तारीख 12 अOूबर, 2011, सा.का.िन. 778 (अ), तारीख 16 5दसQबर, 2013, सा.का.िन. 26 (अ), तारीख 16 जनवरी, 2014, सा.का.िन. 831 (अ), तारीख 21 नवQबर, 2014, सा.का.िन. 02 (अ), तारीख 29 5दसQबर, 2014, सा.का.िन. 220 (अ), तारीख 23 माच�, 2015, सा.का.िन. 585 (अ), तारीख 08 जून, 2016, सा.का.िन. 1114(अ), तारीख 02 5दसQबर 2016 और सा.का.िन. 248(अ) तारीख 14 माच�, 2017 0ारा संशोधन 5कए हR; अतः अब, के��ीय सरकार, समय-समय पर यथा-संशोिधत रा�ीय राजमाग� शुJक (दरC का अवधारण एवं संKहण) िनयम, 2008 (िजसे इसम2 इसके प>ात् “उO िनयम” कहा गया ह)ै के िनयम 3 के साथ प�ठत रा�ीय राजमाग� अिधिनयम, 1956 (1956 का 48) क� धारा 7 0ारा �दN शिOयC का �योग करते Pए और अिधसूचना सं% या सा.का.िन. 2793 (अ), तारीख 08.08.2016 (रा1 य सरकार के पT म2) का अिधUमण करते Pए, तेलंगाना रा1य म2 रा�ीय राजमाग� सं%या 765 के 23.000 5क.मी. से 108.800 5क.मी. तक हदैराबाद से :डडंी सेVशन के पेW ड शोJ डस� सिहत 2 लेन के सेV शन के उपयोग के िलए नीचे सा�रणी 1 के DतQभ (1) म2 िविनXद�Y �कार के 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] वाहनC पर सड़क खंड क� िनवल लंबाई 85.800 5कमी हेतु सा�रणी 1 के DतQभ (2) म2 िविनXद�Y आधार दर (िजसे इसम2 इसके प>ात “ आधार दर” कहा गया ह)ै के 60% क� दर पर शुJक उZहीत करती है एवं �ािधकरण को अपने अिधका�रयC के मा[यम से अथवा संिवदाकार के मा[यम से उO शुJक को संKहीत करने के िलए �ािधकृत करती ह,ै अथा�त्ः सा�रणी 1सा�रणी 1सा�रणी 1सा�रणी 1 वाहन का �कार आधार वष� 2007-08 के िलए �ित 5क.मी. शुJ क क� आधार दर (^पए म2) (1) (2) कार, जीप, वैन या हJ के मोटर वाहन 0.65 हJ के वािणि1यक वाहन, हJ के माल वाहक वाहन अथवा िमनी बस 1.05 बस या _क (दो धुरी वाले) 2.20 तीन धुरी वाले वािणि1यक वाहन 2.40 भारी संिनमा�ण मशीनरी (एच.सी.एम.) या अथ� मू:वंग उपD कर ( ई.एम.ई.) या बPधुरीय वाहन (एम.ए.वी.) (चार से छह धुरी वाले) 3.45 बड़ ेआकर वाले वाहन (सात या अिधक धुरी वाले) 4.20 1. नीचे उZहीत एवं संKहीत शुJक, िनaिलिखत शुJक bलाजा पर, ऐसे शुJक bलाजा के िलए िविनXद�Y सड़क क� िनवल लQबाई हतुे शो[य और संदेय होगाः शुJक bलाजा का अवDथान (चैनेज) लQबाई (5कलोमीटर म2) िजसके िलए शुJक संदेय ह ै दर िजस पर शुJक संदये ह ैमहबूबनगर िजले म2 कडथल गाँव के पास, 45.710 5कमी 55.000 ऊपर सारणी 1 म2 उिJलिखत आधार दरC का 60 % महबूबनगर िजले म2 कोनेितपुरम गाँव के पास, 101.450 5कमी 30.800 ऊपर सारणी 1 म2 उिJलिखत आधार दरC का 60 % 2. िजस hिO का अपना यांि!क वाहन, गैर-वािणि1यक �योजनC के िलए पंजीकृत Pआ हो और वह टोल bलाजा से बीस 5कलोमीटर तक क� दरूी म2 ही रहता हो, उसके िलए वष� 2017-18 के िलए मािसक पास क� दर 245.00/- ^पए (दो सौ पैतालीस ^पए मा!) होगी और रा�ीय राजमाग� शुJक (दरC का अवधारण और संKहण) िनयम, 2008 के उपबंधC के अनुसार उसम2 �jयेक वष� संशोधन 5कया जायेगा । 3. राजमाग� ख<ड पर बPया!ाk हतुे पास िनaिलिखत दरC पर जारी 5कया जाएगा, अथा�त्ः संदये रािश अनुmात एकतरफा या!ाk क� अिधकतम सं%या िविधमा�यता क� अविध एकतरफा या!ा के िलए शुJक का डेढ़ गुना दो संदाय के समय से चौबीस घंट े पचास एकल या!ाk के िलए संदेय शुJक क� रािश का दो-ितहाई पचास संदाय क� तारीख से एक मास 4. िजस िजले म2 शुJक bलाजा पड़ता ह ैउस िजले म2 पंजीकृत वािणि1यक वाहन (रा�ीय परिमट के अधीन चल रह ेवाहनC को छोड़कर) के िलए शुJक उस pेणी के िलए वाहन के िलए िनधा��रत शुJक का 50% होगा बशतq के ऐसे वािणि1यक वाहनC के उपयोग के िलए कोई सrव�स रोड अथवा वैकिJपक सड़क उपलsध न हो । 5. जो यांि!क वाहन अपनी pेणी के िलए िनधा��रत अनुmेय भार क� अपेTा अिधक भार से लदा Pआ होगा उसके चालक अथवा मािलक अथवा �भारी hिO को ऐसे अिधक भार से लदे Pए वाहन को रा�ीय राजमाग� म2 �वेश कराने के िलए शुJक संKहण एज2सी को ऐसी pेणी के यांि!क वाहनC के िलए लागू शुJक के दस गुना के बराबर शुJक का भुगतान करना होगा और उसे राजमाग� ख<ड का उपयोग करने क� तब तक अनुमित नहu होगी जब तक 5क ऐसे यांि!क वाहन से अिधक भार को हटा नहu 5दया जाए। 6. यांि!क वाहनC क� pेणी, उनके िलए अनुmेय भार, छूट-�ाv वाहनC क� pेणी, सrव�स रोड, वैकिJपक सड़क आ5द सिहत सभी प�रभाषाएं िनयमC म2 िविनXद�Y प�रभाषाk के अनुसार हCगी । ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
7. उO िनयमC के िनयम 12 के अनुसार, उपयोगकता�k क� जानकारी के िलए शुJक क� दरC को �दrश�त 5कया जाएगा । 8. ऊपर सा�रणी-1 म2 यथा – उिJलिखत आधार वष� 2007-08 के िलए �ित 5कलोमीटर शुJक क� आधार दर के आधार पर, यांि!क वाहनC से िलए जाने वाले वाDतिवक शुJक और कटौितयC क� गणना �ािधकरण 0ारा ख<डC क� पूरी कर ली गई लंबाई के आधार पर क� जाएगी और उO िनयमC के िनयम 5 के अनुसार वाrष�क तौर पर संशोधन 5कया जाएगा तथा उसे तदनुसार, अंKेज़ी और Dथानीय भाषा के कम-से-कम एक-एक समाचार प! म2 �कािशत करवाया जाएगा। 9. इस प�रयोजना क� अनुमािनत पंूजीगत लागत 340.00 करोड़ yपए है। पूंजीगत लागत म2 प�रवत�न हो सकता है VयC5क भूिम अज�न, जन-उपयोिगता सेवाk का Dथान बदलने, पेड़C क� कटाई आ5द जैसे 5Uयाकलाप अभी पूरे 5कए जाने शेष हR। अंितम पूंजीगत लागत को अलग से अिधसूिचत 5कया जाएगा। �ािधकरण 0ारा वसूल 5कए गए �योOा शुJक के ज�रए पूंजीगत लागत क� वसूली का �रकॉड� रखा जाएगा और पंूजीगत लागत क� वसूली हो जाने के बाद लगाए जाने वाले शुJक क� दरC को घटाकर 40% कर 5दया जाएगा और उO िनयमC के अनुसार इसम2 वाrष�क तौर पर संशोधन 5कया जाएगा। दिTता दास, संयुO सिचव [फा. सं. भारारा�ा/13013/804/ सीओ/16-17/ जीसी-हदैराबाद- :डडंी] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 6 th March 2018 S.O. 1004(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 2573(E) dated 11.08.2017, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from km 23.000 to km 108.800 (Hyderabad to Dindi) of National Highway No. 765 (New) in the State of Telangana to the National Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, the Central Government, in exercise of the powers conferred by section 9 of the National Highways Act, 1956 (48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide G.S.R. 838 (E) dated the 5 th Dec, 2008, and amended vide G.S.R 950(E) dated 3rd December, 2010, G.S.R 15(E) dated 12th January, 2011, G.S.R 756(E) dated 12 th October,2011 and G.S.R 778 (E) dated 16 th December,2013, G.S.R 26(E) dated 16 th January, 2014, G.S.R 831(E) dated 21 st November,2014, GSR 02(E) Dt. 29 th December 2014, G.S.R 220(E) dated 23rd March, 2015, G.S.R 585(E) dated 08th June, 2016, G.S.R 1114(E) dated 02nd December, 2016 and G.S.R. 248(E) dated 14 th March, 2017 for collection of fee for use of sections of national highways, permanent bridges, bypasses and tunnels;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “said Rules”), and in supersession of the notification bearing No. S.O.
2793(E) dated 08.08.2016 (in favour of State Government) the Central Government hereby levies the fee at 60% of the base rate specified in column (2) in Table 1 for net road section length of 85.800 km (hereinafter referred to as “base rate”) for use of the Two Lane with paved shoulders section on the Type of Vehicles specified in column (1) of Table 1 below for the use of Hyderabad to Dindi Section from km 23.000 to km 108.800 of National Highway number 765 in the State of Telangana and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:- TABLE 1 Type of vehicle Base rate of fee per km for the base year 2007-08 (in Rupees)
(1) (2) Car, Jeep, Van or Light Motor Vehicle 0.65 Light Commercial Vehicle, Light Goods Vehicle or Mini Bus 1.05 Bus or Truck (Two Axles) 2.20 Three-axle commercial vehicles 2.40 Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles)

1. The fee levied and collected hereunder shall be due and payable at the following Fee Plaza for net road length specified for such Fee Plaza:

2. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 245.00 (Rupees Two Hundred Forty Five only) for the year 2017-18 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
3. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:
Amount Payable Maximum number of one way journeys allowed Period of validity One and half times of the fee for one way journey Two Twenty four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys Fifty One month from date of payment
4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
5. The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to ten times of the fee applicable to such category of mechanical vehicle and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
6. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
7. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
8. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly.
9. The estimated capital cost of the project is Rupees 340.00 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
