1. (1) These rules may be called the Export of Basmati Rice (Quality Control and Inspection) Amendment Rules,
2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Export of Basmati Rice (Quality Control and Inspection) Rules, 2003—
(i) in rule 2, in sub-clause (d), in sub-clause (iii), paragraph 2, Explanation 1 and Explanation 2 shall be omitted;
(ii) after Explanation 3, the following Explanation shall be inserted, namely :— “Explanation 4.—All varieties of rice notified as Basmati under the provisions of the Seeds Act, 1966 (54 of 1966) shall be considered as varieties of Basmati rice”.

S.O. 67(E), dated the 23rd January, 2003, for the development of export trade of India, and has forwarded the same to the Export Inspection Council as required undersub-rule (2) of rule 11 of the Export (Quality Control and Inspection) Rules, 1964 and is hereby published for the information of the public likely to be affected thereby; and notice is hereby given that the said proposals shall be taken into consideration on or after the expiry of the period of thirty days from the date of publication of this order in the Official Gazette.
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Any person desiring to make any objection or suggestion with respect to the said proposals may forward the same within the period specified above, to the Export Inspection Council of India, 3rd floor, New Delhi YMCA Cultural Centre Building, 1, Jai Singh Road, New Delhi-110001.
DRAFT PROPOSALS In exercise of the powers conferred by section 6 of the Export (Quality Control and Inspection) Act, 1963 (22 of 1963), the Central Government after consulting the Export Inspection Council, hereby makes the following further amendments to the Order of the Government of India in the Ministry of Commerce and Industry (Department of Commerce) number S.O. 67 (E), dated the 23rd January 2003, which shall take effect on the date of publication of the final proposals in the Official Gazette, namely:-
1. In the said Order,-
(a) sub-paragraph (a) of paragraph (3) shall be omitted;
(b) in paragraph (4), the following proviso shall be inserted, namely:- "Provided that the relaxations granted by the Government of India , Ministry of Commerce notification number S.O. 481(E), dated the 25th July, 1991, number S.O. 482(E), dated the 25th July, 1991 and number S.O. 929 (E), dated the 4th December, 1990 shall mutatis mutandis apply to the export of Basmati Rice.";
(c) paragraph (6) shall be omitted;
