The Authority shall have the power to take the following measures for protecting and improving the quality of the coastal environment and preventing, ahating and controlling environmental pollution in areas of the State Government orGoa, namely:— ti) examination of proposals for changes or modifications in classification of Coastal Regulation Zone arctts and in the Coastal Zone Management Plan (CZMP) received from the State Government of Goa and making Specific recommendations to the National Coastal Zone Management Authority, (in (a) inquiry into cases or alleged violation of the provisions of the said Act or the rules made therciinrlei or any other law which is l'elatablc to the objects of the said Act and, if found necessary in a specific case. issuing directions under sccttcn 5 of the said Act, lnsofal as such directions art: not inconsistent With any dit'ectlttn issued in that speeitic ease by the National Coastal Zone Management Aiithoi ll)’ or by the Ceniial Goveinmcnt,
(b) review of cases involving violations ot the provisions nt'thc said Act and the rules made theieiindei or under any other law which is relatable to the chJects of the said Act, and it round necessary, i-et'crring such cases, with cotnmettls, for review to the National Coastal Zone Management Authority:
Ptovldcd that the cases tinder clauses (a) and (b) of this subparagraph may be taken up siioeinotti or on the basis of complaint made by an individual or a representative body or an organisation;
(ill) filing complaints under section 19 of the said Act, in cases at noncompliance ol the directions issued by it under sub-paragraphs (l) and (H) or this paragraph,
(iv) to take action under section to of the said Act to verity the facts concerning the issues arising tinin sub paragraphs ti) and (it) of this paragraph, The Authority shall deal with environmental issues relating to Cca ill Regulation chc, wlttch may be rct‘elrcd to it by the Goa State Government, the National Coastal Zone Management Authority or the Central Government, The Authority shall identify ecologically sensitive areas in the Coastal Regulation Zone and formulate Area-spectfic management plans tor such identified areas.
The Authority shall identify coastal areas highly vulnerable to eiosion or tlegiathition and formulate iiieaspecit‘ic management plans for such identified areas.

5. The Authority shall submit the plans prepared by it under paragraphs 3 and 4 above and mntlificanons thereof, to the Nattonal Coastal Zone Management Authority for examinatton and appraval.
e The Authority shall prepare and submit to the Coastal Regulation zone maps of the enastal areas In the State as per the procedure laid down tn the notification nf the Government of India in the Ministry of Environment and Forests number 5.0. 19 (E), dated the o‘" Jdnual'y, 20l l, to the National Coastal Zone Management Authority and the Ministly of Environment, Forest and Climate Change Tht- Authority shall ensure compliance or all speclfic conditions laid down in the appmved Coastal Znne Management Plan for State Government ol‘Goa
8. The Authority shall litrnisli remit of its acttvtties at least once in six mnntlis to the National Coastal Zone Management Authnr‘ity 9 The Aullmrily shall ensure that at least two thtrrl members ofthe Autharity are present during the meetings.
10, The State Government shall ensure that sufficient resources, manpower, funds are available to the Aurhnrity to discharge its functions errectively as specified in this order and the said Act, 11 The Autliortty shall take all necessary measures and initiatives including programme execution, research, itttoi-inatton dissemination, training, awareness day to day tuiictionittg, and advocacy, etc. and adopt suitable procedures and means including raising resources. funding, ctc,, tor die same, l2, The Authority shall regularly review the functioning ot‘Dtstrict Coastal Zone Mnnitorlng Committees.

17. The powers ztnd functions ot‘tbe Authority shall be subject to supervision and control ofthe Central Government.
