8.0. 3751 (E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number $.0.1533(E), dated the 14" September, 2006 (hereinafter referred to as the said notification), and in supersession of the Government of India in the erstwhile Ministry of Environment and Forests vide number S. O. 852(E), dated the 15"" April, 2010 published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section(ii), dated the 16" April, 2010, except as respect things done or omitted to be done before such super-session, the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Nagaland (hereinafter referred to as the Authority, Nagaland) comprising of the following Members, namely: —
1. Shri I. Panger Jamir Chairman;
C/o Rochester Institute of Technology (RIT’S) Building Naharbari Junction, Purana Bazar, Dimapur - 797116
2. Shri T Yannger Ao, Member, Retired Chief Engineer, Irrigation and Flood Control Department House Number 320, Uppare Agri, Kohima- 797001
3. Additional Principal Chief Conservator of Forests, (Environment and Member-Secretary.
Climate Change), Government of Nagaland
2. The Chairman and Members of the Authority, Nagaland shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
3. The Authority, Nagaland shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority, Nagaland shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 5 for the State of Nagaland.
5. For the purpose of assisting the Authority, Nagaland, the Central Government in consultation with the State Government of Nagaland, hereby constitutes the State Level Expert Appraisal Committee (hereinafter referred to as SEAC, Nagaland) comprising of the following Members, namely:—
1. Shri Albert Solo, Indian Forest Service (Retired), Forest Colony, Kohima, Nagaland.
Chairman;
2. Dr. Glenn T. Thong, — 797004.
Department of Geology, Nagaland University, Kohima Campus, Meriema Member;
Dr. Neizo Puro, Department of Botany, Nagaland University, Lummi Zunheboto — 798627.
Member;
Shri H. K. Chishi, Director (Retired), House Number - 53A, Ao — Khel Road North Basti, Dimapur, Nagaland.
Member;
Engineer Mhondamo Ovung House Number - P.237 (Near KROS College) Lerie Colony, Kohima.
Member;
Government of Nagaland Chief Conservator of Forest (Environment, Biodiversity and Research), Member Secretary.
6. The Chairman and Members of SEAC, Nagaland shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. The SEAC, Nagaland shall exercise such powers and follow such procedures as specified in the said notification.
8. The SEAC, Nagaland shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEc. 3(11)] . The Government of Nagaland shall notify an agency to act as Secretariat for the Authority, Nagaland and SEAC, Nagaland and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Nagaland and SEAC Nagaland shall be paid as per rules of the State Government of Nagaland.
