(ािधकरण क# बैठक के िलए गणपूXत� दस सदBय, से होगी और यGद वैठक म� गणपूXत� नही ँहोती ह ैतो तीस िमनट के िलए बैठक Bथिगत कर दी जाएगी और पुनः बैठक क# जाएगी। 4. (ािधकरण िनZिलिखत शिEयोँ और कृ*योँ का (योग करेगा, अथा�त:्- (i) (ािधकरण, उE अिधिनयम और उसके अधीन बनाए गए िनयमोँ या Gकसी अCय िविध के अधीन, जो उE अिधिनयम के उ[े�योँ से संबंिधत हो, राTय तटीय जोन (बंध (ािधका@रयोँ और संघ राTय �े4 तटीय जोन (बंध (ािधकरणो ँक# कार�वाईय, का समCवय करेगा । (ii) (ािधकरण, राTय तटीय जोन (बंध (ािधका@रय, और संघ राTय�े4 तटीय जोन (बंध (ािधका@रयो ँस े(ा\ तटीय जोन �े4ो ँऔर तटीय जोन (बंध योजना के वग]करण म� प@रवत�न या उपांतरण, के (Bताव, का परी�ण करेगा और उसके िलए केC�ीय सरकार को िविन^द�_ ट िसफा@रश� करेगा । (iii) (ािधकरण, उE अिधिनयम या उसके अधीन बनाए गए िनयमोँ या Gकसी अCय िविध, जो उE अिधिनयम के उ[े�योँ से संबिंधत हो, के उपबंधोँ के उHलंघनोँ के मामल, का Bवः(ेऱणा से या Gकसी bिc या िनकाय या संगठन 'ारा क# गई िशकायत के आधार पर पुनXव�लोकन करेगा और जहाँ यGद आव�यक हो, उE अिधिनयम क# धारा 5 के अधीन िनदशे जारी करेगा। (iv) (ािधकरण, संबंिधत राTय सरकार, संघ राTय �े4 सरकारोँ या (शासनोँ को तटीय पया�वरण के संर�ण और सुधार स ेसबंंGदत िवषयो ँम� तकनीक# सहायता और माग�दश�न (दान करेगा और तटीय �े4 (बंध से सबंिंधत िवषयोँ म� नीित, िनयोजऩ, अनुसंधान और िवकास, उ*कष� क� �ो क# Bथापना तथा िव2पोषण पर केC�ीय सरकार को सलाह द ेसकेगा। ¹Hkkx IIµ[k.M 3(ii)] Hkkjr dk jkti=k % vlk/kj.k 3 (v) (ािधकरण, राTय तटीय जोन (बंध (ािधका@रय, और संघ राTय�े4 तटीय जोन (बंध (ािधकरण, 'ारा (Bतुत Gकए गए तटीय जोन (बंध योजनाओ ँ(सीजेडएमपीएस), तटीय 'ीप िविनयमन जोन योजना (आईसीआरजेडपी), �े4 िविन^द�c (बंध योजनाओ,ँ एक#कृत 'ीप (बंध योजनाओँ (आईआईएसपीएस) और उनम� उपांतरणोँ क# परी�ा करेगा और उसका अनुमोदन करेगा। (vi) (ािधकरण, अपनी बैठक, क# काय�सूची और काय�वृ2 से संबंिधत सचूना को इंटरनेट वबेसाइट www.envfor.nic.in के माAयम के साथ ही लोकािधकारी �े4 म� (दश�न करेगा। (vii) (ािधकरण क# पूव�गामी शिEयाँ और कृ*य, केC�ीय सरकार के पय�वे�ण और िनयं4ण के अधीन ह,गे। (viii) (ािधकरण, जहाँ कही ँअपेि�त हो, अपनी बैठक के दौरान Gकसी अCय िवशेषN को सदBय के gप म� आमंि4त करेगा। (ix) पदने सदBय से िभI Gकसी सदBय को केC�ीय सरकार 'ारा Gकए गए िविनhय के मानदडं, के अनुसार भ2े संद2 Gकए जाँएग�। [फा. सं. जे-17011/18/1996-आईए- III (पीटी)] अरiवंद कुमार नौ@टयाल, सयंुE सिचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 18th November, 2019 S.O. 4137(E).—In exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central Government hereby for the purpose of protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the coastal areas, hereby constitutes the National Coastal Zone Management Authority (hereinafter referred to as the Authority) consisting of the following persons for a period of two years with effect from the date of publication of this notification in the official Gazette, namely:-
(1) Secretary, Ministry of Environment Forest and Climate Change Chairman, exofficio
(2) Special Secretary or Additional Secretary dealing with Coastal Regulation Zone, Ministry of Environment, Forest and Climate Change Member, exofficio
(3) Member Secretary, Central Ground Water Authority Member, exofficio
(4) Joint Secretary (Tourism) or Director (Tourism), Ministry of Tourism Member, exofficio
(5) Deputy Director General (Fisheries), ICAR, M/o Agriculture and Farmers Welfare Member, exofficio
(6) Director, National Centre for Sustainable Coastal Management, Chennai Member, exofficio
(7) Dr. Shailesh Naik, Secretary (Retd.), Ministry of Earth Sciences, New Delhi Member, exofficio

2. The Authority shall have its headquarter at New Delhi.
3. The quorum of the meeting of the authority shall be 10 members and in case the quorum is not available the meeting shall be adjourned for 30 minutes and shall be reconvened.
4. The Authority shall exercise the following powers and function, namely:-
(i) The authority shall co-ordinate the actions of the State Coastal Zone Management Authorities and the Union Territory Coastal Zone Management Authorities under the said Act and the rules made thereunder, or under any other law which is relatable to the objects of the said Act.
(ii) The Authority shall examine the proposals for changes or modification in the clarification of Coastal Zone Areas and in the Coastal Zone Management Plans received from the State Coastal Zone Management Authorities and the Union Territory Coastal Zone Management Authorities, and make specific recommendations to the Central Government therefor.
(iii) The Authority shall hold review of cases involving violations of the provisions of the said Act and the rules made thereunder, or any other law which is relatable to the objects of the said Act, either suo-motu, or on the basis of complaint made by an individual or body, or organization, and wherever necessary, issue directions under Section 5 of the said Act.
(iv) The Authority shall provide technical assistance and guidance to the concerned State Government, Union Territory Governments or Administrations, in the matters relating to protection and improvement of the coastal environment and may advise the Central Government on policy, planning, research and development, setting up of centers of excellence and funding in matters relating to coastal areas management.
(v) The Authority shall examine and approve the Coastal Zone Management Plans (CZMPs), Island Coastal Regulation Zone Plan (ICRZP), Integrated Island Management Plans (IIMPs) and modifications thereof submitted by the State Coastal Zone Management Authorities and Union Territory Coastal Zone Management Authorities.
(vi) The Authority shall place information regarding the agenda and minutes of its meetings in the public domain, including through internet website www.envfor.nic.in .
(vii) The foregoing powers and functions of the Authorities shall be subject to the supervision and control of the Central Government.
(viii) The Authority may, whenever required, may invite other expert as a member during its meeting.
(ix) A member, other than an exofficio Member, shall be paid allowances as per the norms decided by the Central Government.
