4. िजस ᳞िᲦ का अपना यांिᮢक वाहन, गैर-वािणिज्यक ᮧयोजनᲂ के िलए पंजीकृत हुआ हो और वह टोल प्लाजा स ेबीस िकलोमीटर तक की दरूी मᱶ ही रहता हो, उसके िलए वषर् 2017-18 के िलए मािसक पास की दर 245.00/- रूपए (दो सौ पैतालीस रूपए माᮢ) होगी और रा᳦ीय राजमागर् शुल्क (दरᲂ का अवधारण और संᮕहण) िनयम, 2008 के उपबंधᲂ के अनुसार उसमᱶ ᮧत्यके वषर् संशोधन िकया जायगेा ।
5. राजमागर् खण्ड पर बहुयाᮢाᲐ हते ुपास िन᳜िलिखत दरᲂ पर जारी िकया जाएगा, अथार्त्ः संदये रािश अनुज्ञात एकतरफा याᮢाᲐ की अिधकतम संख्या िविधमान्यता की अविध एकतरफा याᮢा के िलए शुल्क का डेढ़ गनुा दो संदाय के समय स ेचैबीस घंटे पचास एकल याᮢाᲐ के िलए सदंये शुल्क की रािश का दो-ितहाई पचास संदाय की तारीख स ेएक मास 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
6. िजस िजल ेमᱶ शुल्क प्लाजा पड़ता ह ैउस िजल ेमᱶ पंजीकृत वािणिज्यक वाहन (रा᳦ीय परिमट के अधीन चल रह ेवाहनᲂ को छोड़कर) के िलए शुल्क उस ᮰ेणी के िलए वाहन के िलए िनधार्िरत शुल्क का 50% होगा बशतᱷ िक ऐस ेवािणिज्यक वाहनᲂ के उपयोग के िलए कोई सिवर्स रोड अथवा वकैिल्पक सड़क उपलब्ध न हो ।
7. जो यांिᮢक वाहन अपनी ᮰णेी के िलए िनधार्िरत अनुजे्ञय भार की अपेक्षा अिधक भार स ेलदा हुआ होगा उसके चालक अथवा मािलक अथवा ᮧभारी ᳞िᲦ को ऐसे अिधक भार से लद ेहुए वाहन को रा᳦ीय राजमागर् मᱶ ᮧवेश कराने के िलए शुल्क संᮕहण एजᱶसी को ऐसी ᮰ेणी के यांिᮢक वाहनᲂ के िलए लागू शुल्क के दस गुना के बराबर शुल्क का भगुतान करना होगा और उस ेराजमागर् खण्ड का उपयोग करने की तब तक अनुमित नहᱭ होगी जब तक िक ऐस ेयांिᮢक वाहन स ेअिधक भार को हटा नहᱭ िदया जाता। 8 . यांिᮢक वाहनᲂ की ᮰ेणी, उनके िलए अनजेु्ञय भार, छूट-ᮧा᳙ वाहनᲂ की ᮰ेणी, सिवर्स रोड, वकैिल्पक सड़क आिद सिहत सभी पिरभाषाए ंिनयमᲂ मᱶ िविन᳸दर᳥् पिरभाषाᲐ के अनुसार हᲂगी ।
9. उᲦ िनयमᲂ के िनयम 12 के अनुसार, उपयोगकतार्Ა की जानकारी के िलए शुल्क की दरᲂ को ᮧदिशर्त िकया जाएगा ।
10. ऊपर सािरणी-1 मᱶ यथा – उिल्लिखत आधार वषर् 2007-08 के िलए ᮧित िकलोमीटर शुल्क की आधार दर के आधार पर, यांिᮢक वाहनᲂ के िलए जाने वाले वास्तिवक शुल्क और कटौितयᲂ की गणना खडं की पूरी कर ली गई लबंाई के आधार पर ᮧािधकरण ᳇ारा की जाएगी और उᲦ िनयमᲂ के िनयम 5 अनुसार उसमᱶ ᮧित वषर् संशोिधत िकया जाएगा और उस ेअंᮕेज़ी और स्थानीय भाषा के कम-से-कम एक-एक समाचार पᮢ मᱶ ᮧकािशत करवाया जाएगा।
11. इस पिरयोजना की अनुमािनत पूंजीगत लागत 384.06 करोड़ रुपए है। पूंजीगत लागत मᱶ पिरवतर्न हो सकता ह ैक्यᲂिक भूिम अजर्न, जन उपयोगी सुिवधाᲐ का स्थानांतरण, पड़ेᲂ की कटाई आिद जैसे िᮓयाकलाप अभी परेू िकए जाने शेष ह।ᱹ अंितम पूजंीगत लागत को अलग से अिधसूिचत िकया जाएगा। ᮧािधकरण ᳇ारा वसलू िकए गए ᮧयोᲦा शुल्क के जिरए पूंजीगत लागत की वसलूी का िरकॉडर् रखा जाएगा और पूजंीगत लागत की वसूली हो जान ेके बाद लगाए जाने वाले शुल्क की दरᲂ को घटाकर 40% कर िदया जाएगा और उᲦ िनयमᲂ के अनुसार इसमᱶ वािषर्क तौर पर संशोधन िकया जाएगा। [सं. भाराराᮧा/ 13013 /809 /सीओ/16-17/ जीसी-माकार्पुरम-वागमपल्ली] दिक्षता दास, संयुᲦ सिचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 3rd August, 2017 S.O. 2464(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 795(E) dated 10.03.2017, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from

And whereas, the Central Government, in exercise of the powers conferred by section 9 of the National Highways Act, 1956 (48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide G.S.R. 838 (E) dated the 5th Dec, 2008, and amended vide G.S.R 950(E) dated 3rd December, 2010, G.S.R 15(E) dated 12th January, 2011, G.S.R 756(E) dated 12th October,2011 and G.S.R 778 (E) dated 16th December,2013, G.S.R 26(E) dated 16th January, 2014, G.S.R 831(E) dated 21st November,2014, G.S.R 220(E) dated 23rd March, 2015, G.S.R 585(E) dated 08th June, 2016, G.S.R 1114(E) dated 02nd December, 2016 and G.S.R 248(E) dated 14th March, 2017 for collection of fee for use of sections of national highways, permanent bridges, bypasses and tunnels;
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with Rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “said Rules”), the Central Government hereby levies the fee at 60% of the base rate specified in column (2) in Table 1 for net road section length of
94.572 km. 4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the fee plaza is Rs. 245.00 (Rupees Two Hundred Forty Five only) for the year 2017-18 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

The driver or owner or a person in charge of a Mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to ten times of the fee applicable to such category of ¹Hkkx IIμ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 7 mechanical vehicle and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
10. Based on the Base rate of fee per km. for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly.
11. The estimated capital cost of the project is Rupees 384.06 Crore. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed. The final capital cost will be notified separately. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
