3. Hजस a य[` का अपना यां[ऽक वाहन और गैर-वाHणH@यक ूयोजनA के िलए पंजीकृत हुआ हो और वह टोल j लाजा से बीस �क.मी. तक क7 दरू. मB ह. रहता हो, उसके िलए वष� 2013-14 के िलए मािसक पास क7 दर 215.00 lपए (दो सौ पंिह lपए माऽ) होगी और रां श.य राजमाग� शु� क (दरA का अवधारण और संमहण) िनयम, 2008 के उपबंधA के अनसुार उसमB ू_ येक वष� संशोधन �कया जाएगा ।
4. राजमाग� खF ड पर बहुयाऽाओं हेतु पास िनf निलHखत दरA पर जार. �कया जायेगा, अथा�त:् संदेय धनरािश अनुqात एकतरफा याऽाओं क7 अिधक तम सं8 या [विधमा, यता क7 अविध एकतरफा याऽा के िलए शु� क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास या अिधक एकल याऽाओं के िलए संदेय शु� क क7 रािश का दो - ितहाई पचास या अिधक संदाय क7 तार.ख से एक मास
5. Hजस Hजले मB शु� क j लाजा पड़ता है उस Hजले मB पंजीकृत वाHणH@यक वाहन (रां श.य परिमट के अधीन चल रहे वाहनA को छोड़कर) के िलए शु� क उस ौणेी के वाहन के िलए िनधा��रत शु� क का 50% होगा बशतt के ऐसे वाHणH@यक वाहनA के उपयोग के िलए कोई स[व�स रोड अथवा वैकH�पक सड़क उपलc ध न हो ।
6. जो यां[ऽक वाहन िनयमA के अधीन अपने ूवग� के िलए िनधा��रत अनुqेय भार क7 अपे\ा अिधक भार से लदे हुए हAगे उन दरA पर शु� क का संदाय करना होगा जो उनसे अगली उu च ौणेी के वाहनA के िलए लागू होता है और उ, हB तब तक राजमाग� खF ड का उपयोग करने का अिधकार नह.ं होगा जब तक �क ऐसे यां[ऽक वाहन से अिधक भार को हटा न �दया जाए।
7. यां[ऽक वाहनA के ूवग�, उनके िलए अनुqेय भार, छूट ूाj त वाहनA के ूवग�, स[व�स रोड, वैकH�पक सड़क आ�द स�हत सभी प�रभाषाएं िनयमA मB [विन�द�ं ट प�रभाषाओं के अनुसार हAगी।
8. उS त िनयमA के िनयम 12 के अनुसार, उपयोगक_ ता�ओं क7 जानकार. के िलए शु� क क7 दरA को ूदिश�त �कया जाएगा ।
9. ऊपर सारणी 1 मB यथाउH�लHखत, आधार वष� 2007-08 के िलए ूित �क.मी.शु� क क7 आधार दर पर आधा�रत यां[ऽक वाहनA से िलए जानेवाले वाः त[वक शु� क और कटौितयA क7 गणना ूािधकरण <ारा राजमाग� प�रयोजना के पूरे कर िलए भाग क7 लf बाई के आधार पर क7 जाएगी और उसे ूािधकरण <ारा �रयायतमाह. के माd यम से अमेंजी तथा ः थानीय भाषा के ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 5 कम-से-कम एक समाचारपऽ मB ूकािशत कराया जाएगा तथा इसके पँ चात ्उसमB वा[ष�क तौर पर संशोधन �कया जायेगा और उS त िनयमA के िनयम 5 तथा �रयायत करार के ूावधानA के अनुसार ूकािशत �कया जाएगा। पर, त ुशत� यह है �क शु� क के [पछली बार �कये गये संशोधन क7 तार.ख से छ: मह.ने के अ, दर कोई संशोधन नह.ं �कया जायेगा। [भाराराूा/13013/742/12-13/सीओ/बBगलूर (348.80-493.00) बीओट.]
अलकेश शमा�, संयुS त सिचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th June, 2013 S.O. 1845(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highway number S.O. 800 (E), dated 11/04/2012, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 348.800 to kilometer
423.800 (Maharashtra- Karnataka Border) & and that from kilometer 423.800 to kilometer 493.000 (Karnataka/ Andhra Pradesh Border - Sangareddy Section) of NH-9 (New NH-65) in the State of Karnataka & Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an Agreement on 02.02.2012 (hereinafter referred to as said agreement) with M/s L&T Deccan Tollways Limited having its registered office at P.O. BOX 979, Mount Poonamallee Road, Manapakkam, Chennai - 600089, Tamil Nadu, India, (hereinafter referred to as the “Concessionaire”), for the bid submitted on 30.09.2011 for the development of the Maharashtra –Karnataka Border – Sangareddy (Km 348.800 to Km 493.000) Section of NH - 9 (new NH – 65) from Km 348.800 to Km 423.800 in state of Karnataka & from Km 423.800 to Km 493.000 in the State of Andhra Pradesh (hereinafter referred to as the “said section”) to Four lane operation and maintenance of the said section.
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 read with National Highways Fee (Determination of Rates and Collection) Amendment Rules, 2010 issued vide notification no G.S.R. 950(E) dated 03.12.2010 & National Highways Fee (Determination of Rates and Collection) Amendment Rules, 2011 issued vide notification no G.S.R. 15(E) dated
12.01.2011, the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into between the authority and the concessionaire, hereby notifies that there shall 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] be levied and collected fees on mechanical vehicles for the use of the said section at the rate specified in column (2) of the Table 1 for net road section length of 126.700 kms for use of the four and more lane sections (hereinafter referred to as “base rate”) and at one and a half times the base rate for three nos. of bypasses having an aggregate length of
18.250 km. on the Type of Vehicles specified in Table 1 below, and authorizes the said Concessionaire to collect and retain the fee on and from the date of commercial operation (COD) declared by the Authority and on getting the Completion Certificate or the Provisional Completion Certificate, as the case may be, from the Authority or publication of this notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement;

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs. 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
4. For multiple journey on the highway section, passes shall be issued at the following rates, namely.

5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicle.
6. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rule.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.
9. Based on the base rate of fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the 8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] discounts will be calculated by the Authority on the basis of the completed portion of the length of the Project Highway. The same shall be got published by the Authority in at least one newspaper, each in English and vernacular language through the Concessionaire and thereafter revised annually and published in accordance with the rule 5 of the said rules and provisions of the Concession Agreement provided that no revision shall be effected within a period of six months from the date of the preceding revision of fee.
