34° GOVERNMENT OF MANIPUR SECRETARIAT : LAW & LEGISLATIVE AFFAIRS DEPARTMENT NOTIFICATION Imphal, March 6, 2020 No.2/70/2019-Leg/L : The following Act ofthe Legislature, Manipur whichreceived assent of the Governor of Manipur on March 5, 2020 is hereby publishedin the Official Gazette: THE SALARIES AND ALLOWANCES OF MEMBERS OF THE LEGISLATIVE ASSEMBLY (MANIPUR) (TWENTY-FIRST AMENDMENT) ACT,2020 (MANIPURACTNO.6 OF 2020) AN ACT further to amendthe Salaries and Allowancesofthe Members ofthe Legislative Assembly (Manipur) Act, 1972. Beit enacted by the Legislature of Manipur in the Seventy-first Year ofthe Republic of India as follows:-

1. (1) This Act may be called the Salaries and Allowances of Shorttitle and commencement. Members of the Legislative Assembly (Manipur) (Twenty-first Amendment) Act, 2020.

(2) It shall comeinto force from the date of its publication in the Official Gazette. :

2. In section 2 of the Salaries and Allowances of Amendmentof Members ofthe Legislative Assembly (Manipur) Act, 1972 “ti?” (hereinafter referred to as the Principal Act), for clause (dd), the following shall be substituted, namely:- “family”in relation to a Member means-

(i) Spouse or judicially separated spouse of the Member;

(ii) Dependent disabled siblings (brotheror sister) of the Member;

(iii) Dependentparents;

(iv) Dependent son, including adopted son, who has notattained the age of twenty-five yearsortill he Amendmentof section 3. Amendmentof section 4. Amendmentof section 5. starts earning livelihood; un-married or widowed daughter including adopted daughter until she starts earning livelihood; and

(v) Sons and daughters of the Ex-Member who is suffering from any disorder or disability of mind including mentally retarded or are physically crippled or disabled so as to render them‘unableto earn a living even after attaining the age of 25 years.”.

3. In section ofthe Principal Act, for the words andfigures “Rs. 19,500/- (Rupees nineteen thousand and five hundred)”, “Rs. 1,000/- (Rupees thousand)”and “Rs. 2,000/- (Rupees two thousand), the words and figures “Rs. 50,000/- (Rupeesfifty thousand)”, “ Rs. 2,000/- (Rupees two thousand)” and “Rs.5,000/- (Rupees five thousand)” shall be substituted respectively.

4. In section 4 of the Principal Act, for the words andfigures “Rs. 20,000/- (Rupees twenty thousand)”, “Rs. 10,000/- (Rupees ten thousand)”, “Rs. 19,500/- (Rupees nineteen thousand five hundred)” and “Rs. 12,000/- (Rupees twelve thousand)”, the words and figures “Rs. 50,000/- (Rupees fifty thousand)”, “Rs. 25,000/- (Rupees twenty five thousand)”, “Rs. 50,000/- (Rupees fifty thousand)”, and “Rs. 25,000/- (Rupees twenty five thousand)”shall be substituted respectively.

5. In section 5 of the Principal Act,- q@ in the proviso to sub-section (3), for the words and figures “Rs. 2,00,000/- (Rupees two lakhs)”, the words and figures “Rs. 3,00,000/- (Rupeesthree lakhs)” shall be substituted; Gi) for sub-section (4), the following shall be substituted, namely- “(4). A Membershall be entitled to appoint two Computer Assistants and one Personal Assistant and one PS/PRO, each on a par with the monthly pay and allowances admissible at the minimum of the pay scale of a Lower Division Clerk, and three Drivers and two Peons on a par with the monthly pay and allowances admissible at the minimum of the pay of a Driver and a Peon respectively, at the pleasure of the o Copyto:

1. The Secretary to Governor, Raj Bhawan, Imphal. The Secretary to Chief Minister, Manipur. P.S. to Minister (Law & Legislative Affairs), Manipur. Staff Officer to Chief Secretary, Government of Manipur. The Principal Secretary (Finance), Government of Manipur. The Secretary, Manipur Legislative Assembly, Imphal. The Director, Printing & Stationery, Manipur for publication of the above in the ManipurN A M P Y N Member, for the period during his term of office.”.

6. Insection 11 of the Principal Act,-

(i) in the first proviso, for the words and figures “Rs. 1,00,000/- (Rupees one lakh)”, the words and figures “Rs. 2,00,000/- (Rupees two lakhs)”shall be substituted; and

(ii) in the second proviso, for the words and figures “Rs. 10,000/- (Rupees ten thousand)”, the words and figures “Rs. 25,000/- (Rupees , twenty five thousand)” shall be substituted.

7. In section 11-A ofthe Principal Act,-

(i) in sub-section (1), for the words and figures “Rs. 40,000/- (Rupees forty thousand)”, the words and figures “Rs. 70,000/- (Rupees seventy thousand)”shall be substituted; and Gi) in the second proviso, for the words and figures “Rs. 2,000/- (Rupees two thousand)”, the words and figures “Rs. 4,000/- (Rupees four thousand)”shall be substituted.

8. In section 11-B of the Principal Act, for the words and figures “Rs. 12,000/-”, the words and figures “Rs. 25,000/- (twentyfive thousand)” shall be substituted.

9. For section 11-D of the Principal Act, for the words “Rupeesfifteen lakhs”, the words “Rupees thirty lakhs” shall be substituted.

10. In section 11-F of the Principal Act, for the words and figures “Rs. 10,000/-”, the words and figures “Rs. 25,000/- (Rupeestwentyfive thousand)”shall be substituted. Amendmentof section 11. Amendmentof section 11-A. Amendmentof section 11-B. Amendmentof section 11-D. Amendmentof section 11-F. ( Nungshicon Athokpam ) Secretary (Law)to the Govt. of Manipur oc Gazette Extra-Ordinary and to send 5 (five) copies of the publication to the Law & Legislative Affairs Department, Government of Manipur.
