Varanasi € ""f""" functional in the State 1o acquire higher cducation, arrangeme nt for providing scholarship was made since the year 2001, vide Government Order 1o, 2604(1)/15-11-1499(23) -92, dated 21.12.2001;

T AND WHREAS the aforesaid scholarship scheme ns amended vide Government Order no.

1335/15:0-2024, dated 30.08.2024 includes enhancing the amo unt of scholarship applicable since the year 2001 and relaxing the eligibility and procedure/income limit of parents;

L AND WHEREAS there has been felt a need to provide scholarship f acility to students studying in Sanskrit Sccondary Schools/Colleges/Sampurnanand Sanskrit University Cam pus functional in the State from Prathama to Uttar Madhyama (Class 6 to 12), Shastri and Acharya and stude nts studying in Shastri and Acharya classes in Sampurnanand Sanskrit University Campus Varanasi;

NOW. THEREFORE , in cxercise of the powers under clause (j) of the sub-scetion (2) of section 21 read with section 220f the Uttar Pradesh Board of Secondary Sanskrit Education Act. 2000 (U.P. Act no.

32 of 2000). the Uttar Pradesh Board of Sccondary Sanskrit Education with the previous approval of the State Government hereby makes the following regulations for the students studying in the Sccondary Sanskrit Schools/Colleges/Sampurnanand Sanskrit University, Varanasi campus of the State, namely:- THE SCHOLARSHIP FOR STUDENTS STUDYING IN UTTAR PRADESH SECONDARY SANSKRIT SCHOOLS/COLLEGES AND SAMPURNANAND SANSKRIT UNIVERSITY CAMPUS VARANASI REGULATIONS, 2025

1. (1) These regulations may be called the Scholarship for Students — Shorttitle, Studying in ‘Uttar Pradesh Sccondary Sanskrit Schools/Colleges and 2;:}::::;“"' and Sampurnanand Sanskrit University Campus Varanasi Regulations, 2025.

(2) They shall come into force with cffect from the academic session 2025-26, i.e., April 1, 2025.

(3) They shall be applicable to the students studying Sanskrit‘education in Secondary Sanskrit Schools recognised by the Uttar Pradesh Board of Secondary Sanskrit Education, Lucknow and Sampurnanand Sanskrit University, Varanasi and its affiliated colleges. Students from other States, apart from the State of Uttar Pradesh, Nepal and other countries who are studying in the said institutions will also be eligible for scholarship.

2. In these regulations, unless the context otherwise requires,- Definitions

(a) “Academic Session” means the academic session from Prathama to Uttar Madhyama(class 6 to 12) from Ist April to 31st March of the next year and for higher classes, the academic session starts from 1st July to 30th June of the next year;

(b) “Candidate” means any student who is pursuing education as regular student in an educational institution recognised by Uttar Pradesh Board of Secondary Sanskrit Education, Lucknow or Sampurnanand Sanskrit university, Varanasi and its affiliated colleges;

(¢) “Curriculum” means the curriculum conducted in the concerned recognised/affiliated educational institution and recognised by the competent authority; )

(d) “Directorate” means office of the Director of Education (Secondary) Prayagraj, Uttar Pradesh;

(h) “Finance Controller” mcans the Finance Controller of the bccnndary the District Inspector of Schm;‘ a Education, Uttar Pradesh; .

(i) “Treasury at State Headquarters™ mcans the treasury locateq at Jawahar Bhawan Lucknow:

(i) “State Government™ means the Government of Uttar Pradesh;

(k) “State Nodal Officer” means the Deputy Director of Education (Sanskrit), Uttar Pradesh, Prayagraj.

6 Acharya Rs. 250/~ Rs. 3000/~ (Post Graduation) Eligibility for 4. (1) Students studying in Government, Non-Government aided Secondary Scholarship Sanskrit School/College, unaided recognized Sanskrit Secondary School/College and Sampurnanand Sanskrit University Campus, Varanasi will be eligible for scholarship.

(2) Those candidates who are resident of any other State, apart from Uttar Pradesh, Nepal or any other country and are studying Sanskrit education in any recognized Sanskrit Secondary School/Sampurnanand Sanskrit University or its affiliated college in Uttar Pradesh will also be eligible for scholarship.

(3) This scholarship will be payable to candidates of all categories.

(4) Only such candidates will be eligible for scholarship whose marks in the previous class were minimum 50% and attendance in each half year was 75% or more.

(6) There will be no income barricrs to pa rents for scholarship. ]

(8) If a student has not actually passed hn clnssl.’lor the result has been i to any reason, then scholarship will not be payable. .

(b) Aadhaar verification;

(c) filling the application form;

(d) verification of student details by the institution;

() verification of online applications by the District Inspector of Schools:

(g) Aadhaar based scholarship distribution;

(h) rencwal of application on the basis of registration number.

(i) in respect of candidates from Nepal or other countrics, the certificate given by the Principal and Manager/Registrar of the respective educational institution will be valid.

(2) Application for scholarship (Annexure-A, B & C) will be made online through the *Sanskrit Scholarship window” available on the website of Social Welfare Department, Government of Uttar Pradesh. .

(3) Application of candidates studying in Prathama classes will be submitted by the Principal of the concerned school.

(4) Application of candidates studying in Purva Madhyama and higher classes will be submitted by the student him/her self.

(5) Hard copy of scholarship application will be submitted to the educational institution along with all enclosures.

(6) Domicile certificate of Uttar Pradesh, if applicable, should be issued by the competent authority.

(7) 1f a student takes admission from one educational institution to another by transfer, then the details of that candidate from the previous educational institution will be cancelled by the educational institution. The candidate may apply afresh from the educational institution in which he has taken admission, provided that he fulfills the eligibility criteria.

(8) It shall be mandatory for the student to apply online within the prescribed dates. After completing the application form online, the student will have to submit it finally, otherwise the application will not be accepted. After the data is locked by the student, there will be no change in it under any circumstances. In case of tampering of online data, action will be taken against the concerned as per the provisions of the Information Technology Act, 2000 (Act no. 21 0f 2000) and the rules made thereunder.

6. (1) Applications from Prathama to Uttar Madhyama level will be verified by the Principal of the concerned school.

(2) Applications from Shastri and Acharya level will be verified by the Principal of the concerned Sanskrit College.

(3) Applications of students studying in Sampurnanand Sanskrit University campus will be verified by the Registrar, Sampurnanand Sanskrit University.

8. (1)The following c ommittee will be con stituted for sanction ing scholarship at district lovel at Sanskrit Sccondary School/Collcgc/Sampuman and Sanskrit University level:

(2)This committee will implement the Sanskrit Scholarship Scheme for students studying Sanskrit in Sanskrit Secondary Schools/Sampurnanand - Sanskrit University campus a nd its affiliated colleges.

12. Online application for scholarship will be made only through the Sanskrit scholarship window available on the scholarship related website of the Social Welfare Department, Government of Uttar Pradesh il the specified date. Forms filled thro ugh any other medium will not be aceepted.

13. (1) Scholarship applications will be filled only in those classe cundidate has taken admission for the first time.

(2) Thercafter, the applications will be renewed, if he/she fulfils all the cligibility conditions.

(3) In case of renewal of scholarship given last year, if the course continues, then scholarship will be given from the month of admission in the next class.

(4) For renewal, every student will have to visit the scholarship portal, login with the old registration number, fill the form with the desired information and submit the application finally. 2

(5) In case of failure in the annual cxamination of any class, the student will not be cligible for renewal of scholarship.

(6) If a student sceks admission from onc cducational institution to another through transfer, then the details of that candidate in the previous educational institution will be cancelled by the educational institution. The student may apply afresh from the institution in which he/she has taken admission, provided he/she fulfils the cligibility criteria.

14. (1) Scholarship amount will be paid in two installments (first installment before Dusschra and second installment before Holi).

(2) For the first installment, verification will be done by counting the attendance from April to 15th August. Similarly, verification of attendance for second installment will be done by counting the attendance from September to 15th January.

The attendance of students studying in Shastri and Acharya courses will be count ed as per the academic session of the University.

(3) The responsibility of verifying and forwarding the details of students rccommended by the School Level Committee online will be of the concerned cducational institution. If the data of the students is found to be erroncous, incorrect or incomplete, then the educational institution will not recommend scholarship to student and cancel his application at its own level, citing appropriate reasons.

(4) The details of recommendations and online submitted data with the digital signature of each District Inspector of Schools for scholarship and all other records related to scholarship distribution will be maintained in soft copy and hard copy at both the educational institution and District Inspector of Schools levels for a period of 10 years.

16. (1) The education :

(5) The application of students whose data i found erroneous/incomplete/ wrong will not be forwarded by t he institution and will be rejected it at its own level. The entire data avail ablc on the login 0 institution will be finalized and forwarded or rejected by the date specified. In no c ase will the data be kept pending by the in stitution.

(6) The institution will inform all the students about th e provisions of the scholarship scheme and the l ast date fixed for filling and submission of the form by using the information board and communication media a vailable in all the classes.

(7) The facility of applying onl ine will be provided to the st udents by the concerned educational institution, if required.

(8) The complete details in computerized application data along with enclosures regarding the scholars hip applications filled online by the school / college /Sampurnanand Sanskrit Univ ersity campus and master data will have to be kept secured in DVD/ hard disk.

(9) The signed hard copy relating to the scholarshi made available by the concern ed schools to the District In:

17. (1) The data of students recei ved from the districts at the level of National Informatics Centre (State Unit) L ucknow will be scrutinized on the basis of the criteria determined by the State Government from time to time.

(2) The Finance Controller of t he Dircctorate and the State Lev el Nodal Officer nominated for the scheme w ill be provided a one-time default password by NIC, which will have to be chan ged by the Nodal Officer himself on first login. The beneficiary file will be generated using this changed password, after which the scholarship amount will be transferred directly to the Aadhaar seeded bank ac counts of the students. The scholarship will be transferred in the Aadhaar seeded b ank account as per the arrangement of PFMS (Publ ic Financial Management System).

18. (1) Students' details available at be used for transfer of scc ond instalment amount pay ment.

(4) On the basis of the reasons mentioned onlin e by the cducational institution regarding missing students, random investigation of the concerned cducational institutions will be donc and if any irregu larity is found, necessary action will be taken as per rules to cancel the recognition of the con cerned educational institution

(5) The State Nodal Officer will be responsible for the implementation of the scholarship scheme. The State Nodal Officer will be res ponsible for providing uset D and password for login and digital signat ure facility to the educational institutions / District Inspector of School.

(6) The responsibility to update the list of schools at the State l evel will be that of the State Nodal Officer Deputy Director of Education (Sa nskrit), Uttar Pradesh.

(7) The list of schools of the district will be updated by the Distri ct Inspector of School in the month of July every year.

(8) The District Inspector of Schools will be responsible for providing infnr_mlfiun to the State lcvel in the month of July regarding schools not being physically operational in the district.

(3) It will be the duty of NIC to resolve all technical problems arising from filling application online to transfer of funds.

24. (1) For scholarship of students studying in Shastri/Acharya, the Nodal = Respo Officer will obtain digital signature from the concemed authorized institution, verify the ~ REURERl.

(2) After the declaration of the examination results of the Shastri/Acharya level schools run by Sampurnanand Sanskrit University and its affiliated schools in the State, the results will be uploaded on the scholarship website as soon as possible and locked with digital signature.

(3) The Nodal Officer will verify the details related to the educational institution in the master data with digital signature and lock the data.

(4) The University will issue a registration number to each student and for renewal it will be mandatory for each student to fill the registration nu mber given by the University.

(5) Action shall be taken to blacKlist those educational institutions against which irregularities are proved. The action to cancel the affiliation/recognition of su ch educational institutions will be completed by the University/Sanskrit Parishad within a fixed time limit.

(6) District Nodal Officer will generate the demand through the software developed by NIC on the basis of the approved data using his digital signature.
