(EXTRA.), AUG. 6, 2021 (SRVN. 15, 1943 SAKA) 385 [Authorized English Translation] HARYANA GOVERNMENT ENVIONMENT AND CLIMATE CHANGE DEPARTMENT Notification The 6th August, 2021 No. S.O. 39/C.A. 29/1986/S. 5 and 7/2021.— Whereas, it is necessary and expedient to take immediate steps under section 5 and 7 of the Environment (Protection) Act, 1986 (Central Act 29 of 1986) and rule 4 of the Environment (Protection) Rules, 1986, to maintain ecological balance in the State of Haryana, to prevent environmental degradation and avoid traffic and human health hazards ;
And whereas, the State Government has already taken a decision to maintain ecological balance keeping in view the industrial development and also to maintain the quality of environment and to avoid health hazard for the residents of the area;
Now, therefore, in exercise of the powers conferred by section 5 of the Environment (Protection) Act, 1986 (Central Act 29 of 1986) read with Government of India, Ministry of Environment and Forests, Department of Environment, Forests and Wildlife, Notification No. S.O. 152(E), dated the 10th February, 1988, and in pursuance of the provisions of section 7 of the said Act and rule 4 of the Environment (Protection) Rules, 1986 and in supersession of the Environment Department, Notification No. S.O. 104/C.A. 29/1986/Ss. 5 and 7/2010, dated the 15th October, 2010 the Governor of Haryana propose to issue the following directions for siting criteria norms for establishing the Hot Mix Plants in the State of Haryana;- And whereas, in exercise of powers under sub-rule (3-a) of rule 4 of the Environment (Protection) Rules, 1986, notice is hereby given that the draft of the notification shall be taken into consideration by the Government on or after the expiry of a period of fifteen days from the date of publication of this notification, together with objections and suggestion, if any, which may be received by the Additional Chief Secretary to Government, Haryana, Environment Department, from any person with respect to the draft of notification, before the expiry of the period so specified.

(i) Minimum land required for each unit shall be two acres;
(ii) In future, Hot Mix Plants with latest technology of Pollution Control Measures having Fabric Filter with reverse air cleaner based on the principle of Reverse Air cleaning or Dry dust collector (Multicyclone) with multiple wet scrubbers shall only be allowed. Elevators at loading section shall be fully covered;
(iii) There should be buffer green belt facing road and abadi having width of ten meters with a minimum of three rows of plants;
(iv) Emission Standards required to be achieved : Suspended Particular Matter (Milligram/Normal Cubic Meter).
(v) Existing unit which do not have the latest technology as defined above shall have to provide the latest technology of Air Pollution Control Measure within a period of two years.
(vi) Hot Mix Plant shall have to arise the stack height of atleast twenty five meters;
(vii) All Hot Mix Plants shall provide a minimum of six meter compound wall / screening of GI sheets along the plot periphery to control dust emission;
(viii) National Ambient Air Quality Standards as notified by the Central Pollution Control Board / Ministry of Environment, Forest and Climate Change/ State Government from time to time shall be applicable on all the Hot Mix Plants;
(ix) Noise pollution (Regulation and Control) Rules, 2000 as notified by Ministry of Environment, Forest and Climate Change or as amended from time to time, shall be applicable on the Hot Mix Plants;
(x) All Hot Mix Plants shall use only those approved fuels as notified/issued by Central Pollution Control Board / Ministry of Environment, Forest and Climate Change / State Government / Haryana State Pollution Control Board from time to time.
