(ii) 'Directory of Establishment Schedule (only for such units having 8 or more persons as workers)', among all the households and establishments, during December, 2012-June, 2013, herein after referred to as 'Sixth Economic Census 2012-13', as per the details mentioned in the Schedule-1 given below.

2. The 'Ministry' further appoints the persons as also their assignees in office that is Director/ Head/ Incharge of the Directorate/ Bureau of Economics and Statistics (DES) of a State/UT except the State of Jammu & Kashmir, as mentioned in the Schedule -II given [Wl II—W^ 3(H)] *Wxl ^l T l^m : 3TOIMRnT 15 below, as Statistics Officers under sub-section (1) of Section 4 of the Act in respect of the geographical unit(s) mentioned thereof with reference to the aforesaid direction.

3. The persons to be deployed as enumerators/ supervisors/ charge officers/ in-charge of district offices tor conducting field work of Sixth Economic Census and as authorized by the concerned Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for collection, verification of information relating to Household/ Enterprise/ Establishment/ Firm furnished by each informant, and also for inspecting relevant records or seeking clarifications as may be necessary. Each person would carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.

4. The Statistics collected through Schedule 6A- 'House & Establishment Listing Schedule' will further be copied down or filled in the Summary Schedule 6B-'Establishment Abstract Schedule' and in Schedule 6C-'Directory of Establishment Schedule (only for such units having 8 or more workers)' as furnished by the informant during Sixth Economic Census. Information contained in Schedule 6C will be processed by the trained officials working in District Statistical Office (DSO) for ensuring correct and complete addresses.

All the persons engaged in any activity in respect of the Sixth Economic Census are governed by the provisions a^dcr me Collection of Statistics Act, 2008 (No. 7 of 2009) and Collection of Statistics Rules, 2011. Further, power has been delegated to Statistics Officers under sub-sections (4) and (6) of Section 4 of the Act.

SCHEDULE-I Subject and purpose for collection of Statistics Economic Census is a process of complete enumeration of all establishments. During the Census, all establishments (except Crop production, Plantation, Public Administration; Defence and Compulsory Social Security Services) existing on the day of visit, in the entire country, irrespective of their location, size, employment or turnover, whether registered or not would be covered. Data in respect of all such establishments relating to their industrial activity, type of establishment, type of ownership, registration Act, sources of finance, whether exporting unit, number of persons employed, PAN,TAN etc. would be collected. 16 THE GAZETTE OF INDIA ; EXTRAORDINARY [PART II—SEC. 3(ii)] The purpose of the Economic Census is as under: i. To provide detailed information on operational and other variables, viz; activity wise distribution at All-India, State, district, TehsuV village/ ward levels of ail the establishments (excluding crop production, plantation, public administration, defence and compulsory social security services) in the country for comprehensive analysis of the structure of the economy (macro, micro, regional levels) and for benchmark purposes; ii. To provide updated Directory of Establishments employing 8 or more workers, up to the village/ward level for local level planning purposes and use the same as an input for the development of National Business Register; and iii. To provide an up to date frame (list) from which samples could be drawn for collecting detailed information through follow-up surveys. Geographical area for collection of Statistics

2. Sixth Economics Census would be conducted in all the 34 States/UTs of the country, under the Collection of Statistics Act, 2008 excepting the State of Jammu & Kashmir. Method of data collection

3. Data will be collected through canvassing of two pre-designed basic schedules namely (i) House & Establishment listing Schedule (6A) and (ii) Directory of Establishment Schedule (6C) by field enumerator/ supervisor through oral enquiry/ interview from the informant i.e. head of the household or the owner of the establishment, as the case may be, by visiting each and every household/ establishment and filling up all the details required for Schedules 6A, and 6C relating to each and every Household/ Enterprise/ Establishment/ Firm/ Company, as the'case may be, which exist on the day of enumeration. 6. Reference period for items of information would more or less correspond to the survey period only as information on the operational parameters, such as type of industrial activity; type of ownership; whether it is handloom or handicraft activity; nature of operation; registered or not; Act of registration; social group, religion and sex of the owner (for proprietary establishments), would pertain to the ground truth found on the day of the visit. However, in the case of information on number of persons working in the firm, major source of finance and for maximum loans outstanding would relate to last working day of the firm in relation to the day of visit. 8.
