6. एसईएसी, िस�_म के अD य� और सद5 य इस अिधसूचना के राजप+ म� !काशन क� तारीख से तीन वष� क� अविध के िलए पद धारण कर�गे । 7. एसईएसी, िसि कम उ त अिधसूचना म� िविनMदN ट शि तय# का !योग करेगी और !�OयाP का अनुकरण करेगी । 8. एसईएसी, िसि कम सामूिहक उ" तरदािय" व के िस`ांत पर काय� करेगी और अD य� !" येक मामले म� एकमत होने का !यास करेगा और य�द एकमत नहa हो सकता तो ब'मत का िवचार अिभभावी होगा । 9. िसि कम रा4 य सरकार, !ािधकरण िसि कम और एसईएसी, िसि कम के सिचवालय के bप म� काय� करन ेवाले अिभकरण को अिधसूिचत करेगी और यह सभी िव" तीय और सभंाAरक सहायता, िजसके अंतग�त 5 थान-सुिवधा, पAरवहन भी ह ैऔर उसके सभी कानूनी कृ" य# क� बाबत ऐसी अG य सुिवधाएं उपलd ध कराएगी । 10. !ािधकरण, िसि कम के अD य� और सद5 य# तथा एसईएसी, िसि कम को बैठक फ�स, या+ा भ" ता और मंहगाई भ" ता, िसि कम रा4 य सरकार के संब` िनयम# के अनुसार संदाय �कया जाएगा । [फा. सं. जे-11013/99/2007-आईए-II(I)] अर>वद नौAटयाल, संयु त सिचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 30th October, 2019 S.O. 3902(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (here after in this notification referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Sikkim (hereinafter in this notification referred to as the Authority, Sikkim) comprising of the following Members, namely:— 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
(i). Shri S.T. Lachungpa, Indian Forest Service (Retired) The Hidden Forest Retreat, Below DC Office, Sichey Busty Gangtok - 737101, Sikkim.

(ii). Dr. Bina Pradhan, Principal, Nar Bahadur Bhandari Degree College, Tadong, Gangtok - 737102, Sikkim.
-Member;
(iii). Additional Principal Chief Conservator of Forest/Chief Conservator of Forest-In-charge of Environment, Forest, Environment and Wildlife Management Department, Government of Sikkim, Deorali, Gangtok - 737102, Sikkim.

2. The Chairman and Members of the Authority, Sikkim shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
3. The Authority, Sikkim shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority, Sikkim shall take its decision on the recommendations of the State Level Expert Appraisal Committee (SEAC) constituted under paragraph 5 for the State of Sikkim.
5. For the purpose of assisting the Authority, Sikkim, the Central Government in consultation with the State Government of Sikkim, hereby constitutes the State Level Expert Appraisal Committee (SEAC) (hereinafter in this notification referred to as SEAC, Sikkim) comprising of the following Members, namely:—
(i). Shri H. P. Pradhan, Indian Forest Service (Retired) Sarita Niwas, Lower Arithang, Gangtok -737101, Sikkim.

(ii).
Dr. Bharat Chandra Basistha, Additional Director, Science, Technology and Climate Change Department, Government of Sikkim, Vigyan Bhawan, Deorali, Gangtok -737102, Sikkim.

(iii). Shri Tshering Tashi, (Retired) Principal Director, Department of Mines, Minerals and Geology, Tashi Building, Lower Pani House, Upper Tadong, Gangtok-737102, Sikkim.

6. The Chairman and Members of SEAC, Sikkim shall hold office for a term of three years from the date of publication of this notification in the Official Gazette.
7. The SEAC, Sikkim shall exercise such powers and follow such procedures as specified in the said notification.
8. The SEAC, Sikkim shall function on the principle of collective responsibility and the Chairman shall endeavor to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail.
9. The Government of Sikkim shall notify an agency to act as Secretariat for the Authority, Sikkim and SEAC, Sikkim and the Secretariat shall provide all financial and logistic support including accommodation, transportation and such other facilities in respect of all their statutory functions.
10. The sitting fee, travelling allowances and dearness allowances to the Chairman and Members of the Authority, Sikkim and SEAC, Sikkim shall be paid as per the rules of the State Government of Sikkim.
