GOVERNMENT OF KERALA NOTIFICATION In exercise of the powers conferred by sub-section (1) of section 2 of the Kerala Public Services Act, 1968 (19 of 1968), read with section 3 thereof, the Government of Kerala hereby make the following special rules for the Kerala Minority Welfare Subordinate Service, namely:______ General Administration(Minority Welfare) Department 2021 February 11 G.O(P) No.10/2021/GAD Thiruvananthapuram.

1. Short title and commencement.______(1) These rules may be called the Special Rules for the Kerala Minority Welfare Subordinate Service, 2021.

(2) These rules shall come into force at once.

2. Constitution.____ The service shall consist of the following categories of officer, namely :_____ Category 1: Supervisor

3. Method of appointment. _____ Appointment to the category specified in column (1) of the Table below, shall be made by the method prescribed in column (2) thereof, namely :_____ TABLE Category Method of Appointment

(1) (2) Supervisor (I) By transfer appointment from qualified persons from among the staff of the Department coming under the Kerala Ministerial Subordinate Service'.

(ii) In the absence of qualified persons under item (i) above, by direct recruitment .

4. Qualifications._____ No person shall be eligible for appointment to the category specified in column (1) of the Table below, by the method specified in column (2), unless he possesses the qualifications specified in the corresponding entry in column (3), thereof namely :_____ 2 This is a digitally signed Gazette.

(3) Supervisor (i) By Transfer MCA or B.Tech (Computer Science or IT) or B.Sc(Computer Science) or PGDCA

(ii) By Direct recruitment MCA or B.Tech(Computer Science or IT) or B.Sc(Computer Science) or PGDCA

5. Qualification regarding Age.____ No person shall be eligible for appointment by direct recruitment if he/she has not completed 18 years of age or has completed 36 years of age on the first day of January of the year in which applications for appointment are invited. Usual relaxation in upper age limit shall be allowed to candidates belonging to Scheduled Castes/Scheduled Tribes and Other Backward Classes but in any case the upper age shall not exceed 50 (Fifty) years.

6. Appointing Authority.____ The appointing authority in respect of all categories shall be the Director of Minority Welfare Department.

7. Reservation.____ The rules relating to reservation of appointments provided in rules 14 to 17 of Part II of Kerala State and Subordinate Services rules, 1958 shall apply to appointments by direct recruitment.

8. Probation.____ Every person appointed by direct recruitment/by transfer shall from the date on which he joins duty, be on probation, for a total period of two years on duty within a continuous period of three years.

9. Tests.____ Every person appointed to any of the categories shall, within the period of probation pass the test in Manual of Office Procedure, if he has not already passed the same.

10.Training.____ Every person appointed to any category in the service shall undergo such training as may be prescribed from time to time by Government.

11.Absorption of Employees.____ Notwithstanding anything contained in the rules, the persons working in the Subordinate Service of the Minority Welfare Department on the date of commencement of these Rules on deputation basis and who fulfill the qualifications and experience laid down in these Rules for direct recruitment would be eligible for absorption and regularization in the post to which they were appointed on deputation basis, subject to the conditions that such persons on deputation shall exercise their option and their parent departments do not have any objection in absorbing in the service of the Minority Welfare Department. The seniority of such employees in the category of posts in which they were absorbed shall be reckoned from the date of effect of such absorption.

As per GO(MS) No. 226/2009/GAD dated 03/10/2009, GO(MS) No. 227/2009/GAD dated 03/10/2009, GO(P) No. 2/2011/GAD dated 01/01/2011 and GO(MS) No. 75/2012/GAD dated 11/04/2012 orders were issued creating the posts in the Minority Welfare Department. At present the appointment to various categories are made on deputation or on contract basis.

Now the Government have decided to prescribe qualifications, method of appointment etc to these posts in the Department so as to make regular appointments thereto. Accordingly it is decided to issue Special Rules for the purpose.

The notification is intended to achieve the above object.
