The Chairman or in his absence the Vice-Chairman shall preside at every meeting of the Board and if both the Chairman and the Vice-Chairman are not present the members present at the meeting shall elect one of the members to preside over the jmeeting.
8. Agenda :-
(1) The Chairman shall cause to be prepared and circu lated to the Central Government and among the members of the Board at least fourteen days before a meeting of the Board in case of ordinary meetings a list of business to be transacted at such meetings.

(2) The members who are desirous of bringing any subject on which resolutions have to be made by the Board shall inform the Chairman in writing twenty one days prior to an ordinary meeting. The subjects so brought by the members may be included in the agenda, if they do not contravene any of the provisions of the Act, Rules and Regulations, if any subject brought by the members is not included in the agenda for the meeting, the member concerned may be informed the reasons therefor, •t
(3) No business, not included in the agenda shall be transacted without the permission of the Chairman.
