2. इसके अलावा, मंᮢालय उᲦ िनदᱷश के संदभᭅ मᱶ नीच ेदी गई अनुसूची-II मᱶ उि᭨लिखत ᳞िᲦयᲂ और साथ ही कायाᭅलय मᱶ उनके ᮧितिनिधयᲂ को, उसमᱶ दी गई भौगोिलक इकाइयᲂ के संबंध मᱶ सांियकᳱ अिधकाᳯरयᲂ के ᱨप मᱶ िनयु त करता ह ै।
3. सबंंिधत सांियकᳱ अिधकारी ᳇ारा ᮧािधकृत ᳞िᲦ, ᮧ᭜येक सूचनादाता ᳇ारा दी गई सूचना के स᭜यापन, त᭜सबंंधी ᳯरकॉडᲄ कᳱ जांच, और जब भी आव᭫यक हो ᭭प᳥ीकरण मागंने के िलय,े सािंयकᳱ अिधकारी के कायᭅᭃेᮢ मᱶ िनयुᲦ ᳰकय ेजाएंगे । ᮧ᭜येक ᳞िᲦ फोटो पहचान पᮢ अथवा संबंिधत सांियकᳱ अिधकारी ᳇ारा जारी ᮧािधकार पᮢ अपने साथ रखगेा ।

5. सवेा ᭃेᮢ के सवᱷᭃण से स᭥बंिधत ᳰकसी भी कायᭅकलाप मᱶ लगे सभी ᳞िᲦ सांियकᳱ संᮕहण अिधिनयम, 2008 (2009 का 7) और सांियकᳱ संᮕहण िनयमावली, 2011 के ᮧावधानᲂ ᳇ारा अिधशािसत हᲂगे । इस अिधिनयम कᳱ धारा 4 कᳱ उप-धाराᲐ (4) अथवा (6) के तहत ᳰकसी भी सांियकᳱ अिधकारी को कोई शिᲦ ᮧदान नहᱭ कᳱ गई ह ै। अनसुचूी-I सािंयकᳱ सᮕंहण का िवषय और ᮧयोजन :

2. सांियकᳱ संᮕहण अिधिनयम, 2008 के तहत सेवा ᭃेᮢ का सवᱷᭃण ज᭥मू-क᭫मीर रा᭔य को छोड़ कर पूरे भारत मᱶ आयोिजत ᳰकया जाएगा । ज᭥ मू व क᭫ मीर मᱶ सेवा ᭃेᮢ का सवᱷᭃण ज᭥ मू व क᭫ मीर सांि यकᳱ सᮕंहण अिधिनयम, 2010 और ज᭥ मू व क᭫ मीर सािं यकᳱ सᮕंहण िनयमावली 2012 के तहत ᳰकया जाएगा। आंकड़ा सᮕंहण कᳱ पित :
3. ᮧ᭜ येक सांि यकᳱ अिधकारी उसके कायᭅᭃेᮢ मᱶ आने वाल ेसूचनादाताᲐ को, सूचना दनेे कᳱ तारीख, िजस े सूचना दी जानी ह ैउस अिधकारी अथवा कायाᭅलय का नाम, िजस ᮧित᳧ान अथवा ᮧित᳧ानᲂ के बारे मᱶ सूचना दी जानी ह,ै और वह ᮧपᮢ िजसमᱶ सूचना दी जानी ह,ै का उ᭨लेख़ करते ᱟए एक नोᳯटस जारी करेगा । सचूनादाताᲐ का ᭭वᱨप िजनस ेआकंड़े एकᮢ ᳰकए जान ेह:ᱹ
4. सवेा ᭃेᮢ के ᮧित᳧ान का मािलक अथवा दखलदार, िजसे सांि यकᳱ अिधकारी ᳇ारा नोᳯटस जारी ᳰकया जाएगा, ᮧित᳧ान के बारे मᱶ सूचना उपल᭣ ध कराएगा ।
5. सांि यकᳱ अिधकारी ऐसी अ᭠ य शतᲄ िज᭠ हᱶ वह नोᳯटस मᱶ ᭭ प᭬ ट करेगा, के अधीन मािलक अथवा दखलदार से एकल ᮧबंधन के तहत उन दो अथवा अिधक ᮧित᳧ानᲂ के बारे मᱶ समेᳰकत सूचना उपल᭣ ध करान ेको कह सकता ह,ᱹ िजनके बारे मᱶ ᮧ᭜ येक ᮧित᳧ान के अनुसार अलग-अलग सूचना उपल᭣ ध नहᱭ ह ै। सािंयकᳱ सᮕंहण का कायᭅ स᭥प᳖ करन ेकᳱ अविध

7. ᮧ᭭ तुत कᳱ जाने वाली सूचना, 01 अᮧैल, 2015 से शुᱨ ᱟए और 31 माचᭅ, 2016 को समा᭡ त ᱟए िव᭜ तीय वषᭅ अथवा ᮧित᳧ान के लेखांकन वषᭅ, जो 01 अᮧैल, 2015 और 31 माचᭅ, 2016 के बीच ᳰकसी भी तारीख को समा᭡ त होता ह,ै के बारे मᱶ होगी । एकᮢ कᳱ जान ेवाली सचूना कᳱ ᮧकृित
8. अपेिᭃत सूचना िवशेष ᱧप से तैयार ᳰक गई अनुसूची-2.35 के ᳇ारा एकᮢ कᳱ जायेगी । जांच अनुसूची मᱶ ᮧित᳧ान/उम कᳱ पहचान िववरण, संदभᭅ अविध के दौरान ᮧित᳧ान ᳇ारा ᳰकए गये कायᭅकलाप, ᭭थायी एव ं ᮧचालन पंूजी स᭥बधंी सूचना, पᳯरस᭥ पि᭜ तयां और दनेदाᳯरयां, रोजगार एवं ᮰म लागत, आय, ᳞य, आगत मदᱶ, कर एवं आᳶथक सहायता, लेखांकन वषᭅ के दौरान सकल मू᭨य वृि (िवᱫ ᭃेᮢ मᱶ संलᲨ ᳞वसायᲂ, एन पी आई एस एच एवं गैर-बाजार उ᭜पादन मᱶ संलᲨ ᮧित᳧ानᲂ को छो᭙कर), ᮧित᳧ान ᳇ारा ᮧयुᱫ सूचना एवं संचार तकनीक, ᮧित᳧ान ᳇ारा सवेाᲐ के आयात एव ं िनयाᭅत के िववरणᲂ को रखा गया ह ᱹ। भाषा िजसमᱶ सचूनादाता ᳇ारा सचूना दी जानी ह ै
9. सूचनादाता िनधाᭅᳯरत ᮧपᮢ मᱶ ᳲहदी अथवा अंᮕेजी मᱶ सचूना उपल᭣ ध कराएगा । सचूनादाता का दािय᭜व
10. ᮧित᳧ान का मािलक या दखलदार संबिंधत सांि यकᳱ अिधकारी से ᮧा᭡ त नोᳯटस मᱶ ᳰदए गए तरीके से और तारीख तक सूचना उपल᭣ ध कराएगा । वह सांि यकᳱ अिधकारी अथवा उसके ᳇ारा ᮧािधकृत ᭪ यि त ᳇ारा मांगे जाने पर अपेिᭃत सूचना के सबंंध मᱶ िनरीᭃण के िलए त᭜ सबंंधी ᳯरकाडᭅ उपल᭣ ध कराएगा और पूछे गए ᮧ᭫ नᲂ के उ᭜ तर भी दगेा । िनरीᭃण ᳰकए जान ेवाल ेकारोबारी ᳯरकॉडᭅ और अ᭠य ᳯरकॉडᲄ कᳱ ᮧकृित
11. सांि यकᳱ अिधकारी अथवा उसके ᳇ारा ᮧािधकृत ᭪ यि त ᮧित᳧ान ᳇ारा उपल᭣ ध कराई गई सूचना के समथᭅन मᱶ उस ᮧित᳧ान के कारोबारी ᳯरकाडᭅ जैसे ᳰक बैलᱶस शीट, लाभ और हािन खाता, म᭭ टर रो᭨स, उपि᭭ थित रिज᭭ टर, ᮰म रिज᭭ टर, वेतन नामावली, िनदशेक कᳱ ᳯरपोटᭅ अथवा कोई अ᭠ य वैधािनक द᭭ तावेज कᳱ जांच कर सकता ह ै। िनरीᭃण का तरीका

2. The Ministry further appoints the persons as also their assignees in office, mentioned in the Schedule II given below as Statistics Officers in respect of the geographical units mentioned thereof with reference to the aforesaid direction.

The persons authorized by the concerned Statistics Officer would be engaged in the jurisdiction of the Statistics Officer for verification of information furnished by each informant, for inspecting relevant records, and for seeking clarifications, as may be necessary. Each person would carry a photo identity card or a letter of authorization issued by the concerned Statistics Officer.

The statistics collected in the schedule 2.35 in respect of the ‘Survey of Services Sector’ furnished by the informants, after due verification and scrutiny, will be processed by officials working at the Offices of the Deputy Director General, D.P.Centres located at Ahmedabad, Kolkata, Delhi, Banglore, Girdih and Nagpur.
5. All the persons engaged in any activity in respect of the Survey of Services Sector are governed by the provisions under the Collection of Statistics Act, 2008 (7 of 2009) and the Collection of Statistics Rules, 2011. No power has been delegated to any Statistics Officer under sub-sections (4) or (6) of Section 4 of the Act.
SCHEDULE-I Subject and purpose for collection of statistics:
1. Statistics relating to wholesale and retail trade, repair of motor vehicles and motorcycles, transportation and storage, accommodation and food service activities, information and communication, financial and insurance activities (Division 65 will be excluded from the coverage of the survey), real estate activities, professional, scientific and technical activities, administrative and support service activities, education, human health and social work activities, arts, entertainment and recreation, other service activities (activities of political organizations-NIC code 9492 and activities of trade unions- NIC code 942 will be excluded) will be collected through Survey of Services Sector.

2. The Survey of Services Sector will be conducted in the whole of India under the Collection of Statistics Act, 2008, except the State of Jammu & Kashmir. In Jammu and Kashmir, the Survey of Services Sector will be conducted under the J&K Collection of Statistics Act, 2010 and J&K Collection of Statistics Rules, 2012.
Method of data collection:
3. A Notice will be issued by each Statistics Officer to informants under his jurisdiction, indicating therein the date by which, the officer or office to whom, the establishment or establishments for which, and the formats in which information is required to be furnished.
Nature of informants for whom data may be collected:
4. The owner or occupier of a service sector establishment who would be issued notice by a Statistics Officer shall furnish information about the establishment.
5. A Statistics Officer may require an owner or occupier to furnish consolidated information in respect of two or more establishments under single management in case information is not separately available for individual establishment and subject to such other conditions, as he may specify, in the notice.
Period during which collection of statistics may be completed:
6. The date for submission of information by each informant would be mentioned in the notice and it would generally fall during October 2016 to June 2017.
Reference period:
7. Information is required to be furnished for the Financial Year commencing from 1st April 2015 and ending on 31st March 2016 or for the Accounting Year of an establishment ending on any date between 1st April 2015 and 31st March 2016.
Nature of information to be collected:
8. The information will be collected through specially designed schedule 2.35. The enquiry schedule contains identification particulars of the establishment/enterprise, activities undertaken by an establishment during reference period, information on fixed and working capital, assets and liabilities, employment and labour cost, receipts, expenses, input items, taxes and subsidies, Gross Value Added during accounting period (for establishment/enterprise other than financial sector , NPISH and other enterprises engaged in non-market production), use of ICT by the establishment/enterprise, particulars of import and export of services by the establishment/enterprise.
Language in which information is to be furnished by informant:
9. An informant shall furnish information in the prescribed formats, either in Hindi or in English.
Obligation of informant:
10. An owner or occupier of an establishment shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned Statistics Officer. He should also furnish relevant records for inspection, and answer questions in relation to the information sought, as may be required by the Statistics Officer or a person authorized by him.
Nature of business records and other records which may be inspected:

Business records of an establishment, such as balance sheet, profit and loss account, muster rolls, attendance registers, labour register, pay rolls, Director’s report or any other legal document in support of the information furnished by the establishment may be inspected by the Statistics Officer or a person authorized by him.

The concerned Statistics Officer or a person authorized by him may verify the information furnished by an establishment on the basis of business records and other records of the establishment and seek clarifications from the concerned owner or occupier or a person authorized by the management of the establishment.
