(1) The Central Government, for ensuring compliance with the provisions of this Act, may issue such directions as it deems necessary to any licensee or any other person, whether generally or specifically, and every such licensee or person shall be bound to comply with such directions.

(2) No direction shall be issued under sub-section (1) unless the Central Government has given a reasonable opportunity of being heard to the licensee or the person concerned.
