(1) Every market committee may, with the previous sanction of the Government, raise moneys required for carrying out the purposes for which it is established on the security of any property vested in, or belonging to, the market committee and of any fee or other amount leviable by the market committee, by or under this Act.
(2) The market committee may, for the purpose of meeting the expenditure on lands, buildings and equipment, required for establishing the market, obtain a loan from the Government or the Board.
32. Trade allowance not permissible in certain cases –No trade allowance, other than an allowance by way of deduction on account of deviation from sample, when the purchase is made by sample, or of deviation from standard when the purchase is made by reference to a known standard, or difference between the actual weight of the packing and the standard weight, or of the admixture of foreign matter or such other allowance as may be prescribed, shall be made or received in a notified area by any person in any transaction in any respect of any notified agriculture produce and no Civil Court shall, in any suit or proceeding arising out of any such transaction, have regard to any other trade allowance.
