Every market committee or the Board, as the case may be, may fix every year an amount not exceeding a sum of Rs.1,000 (Rupees one thousand only) or the average expenditure for the past twelve months whichever is less as permanent advance. To each of Head of market or Head of office. The balance at the end of the year shall be surrendered to the market committee or Board, as the case may be. A register in Form 45 shall be maintained by each Head of market and Head of Office.
