If any planning permission has been issued to regularise the developments in any area which land acquisition proceedings have already been initiated under the Land Acquisition Act, 1894 (Central Act 1 of 1894) by the Government; that does not confer any right on the applicant to obliterate acquisition proceedings and to compensation for the building so regularised contrary to the provisions contained in the said Land Acquisition Act, 1894.
11. When a competent authority refuses to grant, permission regularising the development to any person it shall record in writing the reasons for such refusal and communicate the order to the applicant.
