The licensee shall, at any time, permit the Commissioner, the Excise Officer or any officer not below the rank of an Excise Officer authorized by the Commissioner in this behalf, to inspect and examine the brewery utensils and the beer manufactured and stored therein, and the licensee shall render to the officers aforesaid, all such assistance as may be necessary in making such inspection and examination.
